In this temporary role, you will be instrumental in positioning NRC’s ICLA Programme for strategic collaboration and funding with the World Bank, other financial institutions, and development donors. Building on NRC’s successful partnership with the World Bank in Somalia, the role aims to establish institutional knowledge among ICLA staff on engaging with these actors and to identify and develop concrete partnership opportunities, particularly in Uganda and potentially beyond.

What you will do:

Here are some of your specific responsibilities.

  • Develop and lead capacity building for ICLA Specialists and ICLA Advisers covering the regions on how to identify such opportunities and engage with selected financial institutions and development donors (webinars, online trainings, written guidance, etc.) including through engagement with governments.
  • Support building and maintaining strategic relationships with key stakeholders in the World Bank with a focus on positioning ICLA and developing partnership opportunities.
  • Explore engagement and positioning with other relevant international actors such as the Land Facility (FCDO), GIZ Land and Conflict, LAND-at-scale (Dutch) in coordination with the Global ICLA Lead.
  • Support the development of briefing materials, technical notes, and evidence-based advocacy tools to showcase ICLA’s work globally, in Uganda, and elsewhere as required.
  • Support engagement with financial institutions and development donors’ staff to identify programme priorities related to ICLA thematic areas, and position NRC as a resource and potential partner to implement these programmes.
  • With regard to commercial contracts, building on what has already been mapped, develop and lead capacity building programme for ICLA Specialists and ICLA Advisers covering the regions on how to engage in these processes (webinars, on line trainings, guides, etc.).
  • Provide technical support on engagement with the World Bank to NRC Uganda (GROW, DR DIP 2, etc.) and other country and regional teams as appropriate.
  • In Uganda and Syria, coordinate and lead proposal development processes, including drafting concept notes, technical proposals, and budgets in collaboration with country and regional teams.
  • In consultation with NRC Uganda, support engagement with UN agencies, such as UNHCR in Uganda and another country, to explore opportunities for joint engagement and/ or sub-contracting vis-à-vis financial institutions and development donors

What you will bring:

  • Advanced degree in relevant field, such as law
  • Minimum of 10 years of experience in ICLA
  • Ability to analyse complex legal protection situations related to forced displacement
  • Documented/proven results related to the position’s responsibilities, particularly in negotiating and/ or managing World Bank or other large commercial contracts including elements related to compliance and risk management
  • Excellent communication skills, both written and verbal
  • Knowledge of ICLA programme, especially in Uganda and Syria 
  • Extensive knowledge of the Ugandan legal protection and humanitarian response
  • Fluency in English and at least one other relevant language 
  • Knowledge of the World Bank, financial institution and development donors and how they operate, especially in fragile states and states hosting large numbers of refugees.
  • Knowledge of humanitarian operations, policy and principles, preferably gained through direct experience in conflict-affected countries
  • Knowledge of the humanitarian system and prior experience working or liaising with operational UN agencies and non-governmental organizations.
