The Human Resources for Health (HRH) Technical Officers will provide technical support to and oversight of the EpiC Uganda project’s HRH-related activities in the East, West, and North regions of Uganda. The primary responsibility of this position is to ensure successful implementation of the HRH elements of the EpiC Uganda work plan and achievement of the project’s targets and goals in their respective region. The HRH Technical Officer will provide support to Ministry of Health (MOH) and District Local Governments (DLGs) to help bridge HRH gaps at public facilities while the MOH’s roadmap for HRH absorption is being rolled out. This role is highly collaborative, working in tandem with regional government and non-governmental stakeholders.

Accountabilities:

  • Supports the implementation and oversight of regional HRH activities in the annual EpiC Uganda work plans.
  • Collaborates with local partners and the MOH at the regional level to design, implement and monitor HRH activities including but not limited to supporting the temporary funding mechanism for health worker compensation and transition to facility staffing structures and payroll.  
  • Works with the EpiC Uganda Regional Team Lead and Senior Technical Specialist for HRH to support the salary provision to health workers across target regions in collaboration with EpiC Uganda finance staff, ensuring timely and accurate payments while maintaining comprehensive financial records and compliance with donor requirements.
  • With the EpiC Uganda Regional Team Lead and Senior Technical Specialist for HRH, supports District Local Governments and MOH to develop and implement roadmaps for gradually transitioning health worker compensation into Government of Uganda planning, budgeting cycles, and payroll systems.
  • Contributes to the writing of timely and accurate technical reports to FHI 360, the project donor, and government stakeholders as appropriate.
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan.
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Works with regional team to ensure that activity timeframes and budgets are adhered to, and products are reviewed and finalized.  
  • Contributes to developing lessons learned from activities related to HRH transition and applying these lessons to improve both existing programs and the design of new programs.
  • Perform other duties as assigned.

Applied Knowledge & Skills:

  • Knowledge of health and development programs in Uganda including familiarity with the Ugandan public health sector and health system, national protocols, guidelines and standards for HIV service provision.
  • Knowledge of other health sectors, including but not limited to nutrition and malaria.
  • Skilled in working at the facility and community level with local, community-based, and government partners.
  • Report writing, analytical and communication skills, including oral presentation skills.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Articulate, professional and able to communicate in a clear, positive manner with clients, colleagues, and partners.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.
  • Fluency in English.

Education:

  • Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences or other relevant disciplines
  • A Master’s degree in a related field will be of added advantage

Experience:

  • At least 4 years’ work experience or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
  • Relevant experience in HIV care and treatment and other health services at the facility and community level. 
  • Relevant experience supporting health worker cadres.
  • Previous experience working with United States Government or PEPFAR-supported programs and experience working in an international NGO or government agency desirable.

Other Requirements:

  • Ability to travel within the one of three regions of Uganda: East (East, East Central, Karamoja), West (Ankole, Kigezi), North (Lango, Acholi).
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs
