On behalf of our client in the agriculture and manufacturing industry, we are looking for a competent, skilled and experienced Health, Safety & Environment Officer to work in Nsimbe Estate Mpigi.

Reports to: Human Resource and Administration Manager.

Job purpose:

The Health, Safety, and Environment (HSE) Officer is responsible for developing, implementing, and monitoring occupational health, safety, and environmental programs to ensure compliance with company policies, statutory requirements, and industry standards. The role oversees workplace safety inspections, incident investigations, risk assessments, environmental compliance, and employee training, while fostering a proactive culture of safety, environmental stewardship, and continuous improvement. The HSE Officer also ensures compliance with NEMA regulations and relevant certification standards, contributing to the protection of employees, assets, and the environment while supporting operational excellence and sustainable business performance.

KEY RESPONSIBILITIES

Conduct routine workplace inspections and audits to identify unsafe practices, hazardous conditions, and non-compliance with company policies and statutory safety requirements. Ensure machinery, greenhouse equipment, tools, and vehicles are safe for operation through regular inspections, effective follow-up of corrective actions, and accurate documentation of all safety-related processes and activities.

Serve as Secretary to the Company Occupational Safety and Health (OSH) Committee, working closely with the Chairperson to support the Committee in effectively executing its mandate, implementing resolutions, and promoting a safe working environment.

Lead investigations into incidents, injuries, occupational illnesses, and near-miss occurrences; identify root causes, document findings, and implement corrective and preventive actions to minimize recurrence and operational disruptions.

Develop, implement, review, and continuously improve occupational safety and health policies, risk assessments, job hazard analyses, and emergency response procedures, including fire safety, chemical handling, and personal protective equipment (PPE) management across all operational areas.

Facilitate safety inductions, training, and awareness programs for employees, contractors, and visitors, particularly in high-risk areas such as greenhouses, irrigation systems, spraying operations, and technical sections, while fostering proactive safety throughout the organization.

Ensure the appropriate placement and maintenance of hazard signage, safety notices, and emergency information. Collaborate with Quality and Compliance teams to align farm safety practices with applicable certification and compliance standards, including MPS and ISO requirements.

Monitor waste management, chemical handling, storage, transportation, and disposal practices to ensure compliance with environmental and occupational health and safety standards, including hazardous waste management procedures.

Oversee environmental compliance by ensuring adherence to all applicable NEMA regulations, permits, licenses, and statutory requirements. Maintain accurate environmental records and coordinate regulatory inspections, audits, and reporting obligations.

Conduct Environmental Impact Assessments (EIAs) and environmental audits for new and ongoing projects, ensuring the effective implementation of approved Environmental Management Plans (EMPs) and mitigation measures in collaboration with contractors and project teams.

Monitor and promote sustainable resource utilization, including water consumption, source protection, irrigation efficiency, runoff management, waste reduction, and energy conservation initiatives to support environmentally responsible farming practices.

Prepare and present periodic Health, Safety, and Environmental (HSE) performance reports to management, highlighting key trends, risks, compliance status, incidents, and recommendations for continuous improvement.

Liaise with regulatory authorities, external auditors, emergency services, and law enforcement agencies where necessary, and stay abreast of emerging occupational health, safety, and environmental legislation to ensure ongoing compliance.

Participate in professional development programs, workshops, and certification courses.

REQUIRED QUALIFICATIONS AND SKILLS.

Bachelor’s degree in occupational health and safety, Environmental Science, Industrial Hygiene, Public Health, Environmental Management, or a related field.

Minimum of three (3) years’ practical experience in Health, Safety, and Environment (HSE) management, preferably within the agricultural, horticultural, manufacturing, or production sectors.

Sound knowledge of Ugandan Occupational Safety and Health legislation, environmental laws and regulations, including NEMA requirements, and other applicable national and international HSE standards.

Strong understanding of risk assessment methodologies, incident investigation techniques, environmental management systems, and workplace safety best practices.

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). Experience with digital HSE management systems, audit tools, or reporting platforms will be an added advantage.

Demonstrated ability to prepare accurate documentation, maintain records, and produce comprehensive incident, compliance, and performance reports.

Knowledge of certification standards such as MPS, ISO 45001, ISO 14001, or related HSE management systems will be an added advantage.
