Role Description
The Manager, HSE will lead the development, implementation, and continuous improvement of health and safety strategies across areas RTV operates. Embedded within the Human Resources function, this role ensures that organizational health, safety, and wellbeing practices align with international best practices, national regulations, and RTV’s mission-driven culture. This role is critical in supporting a safe and healthy working environment for RTV staff, partners, and communities by building a proactive safety culture and integrating risk management into day-to-day operations.
Key Responsibilities
HSE Strategy & Compliance
- Develop and implement RTV’s organization-wide HSE policy and framework.
- Ensure compliance with Uganda’s occupational health and safety laws and regulations, as well as applicable international standards, and ensure the same in all regions of operation.
- Conduct HSE risk assessments for all operational locations and develop mitigation plans.
- Lead the incident reporting and investigation process and ensure corrective actions are documented and implemented.
- Develop and maintain clear Standard Operating Procedures (SOPs) related to safety in RTV offices, transport, community engagements, and program delivery.
- Manage relationships with HSE vendors (e.g., International SOS).
Training & Capacity Building
- Design and roll out HSE training programs and workshops for staff at all levels.
- Support field teams in building local HSE champions and ensuring knowledge transfer across offices.
Monitoring, Evaluation & Reporting
- Establish monitoring systems for safety performance, track key indicators, and regularly report to HR and senior leadership.
- Maintain and update HSE documentation, including audits, training records, safety inspections, and incident logs.
- Provide quarterly reports and strategic recommendations to enhance RTV’s safety practices.
- Provide quarterly HSE reports for presentation to the Board of Directors.
Collaboration & Leadership
- Serve as the primary contact for all health & safety matters, internally and externally.
- Partner with all departments, working closest with HR, Implementation, and Operations teams to ensure HSE is embedded in planning and delivery.
- Represent RTV in relevant networks and working groups related to workplace safety, especially within the nonprofit and humanitarian sectors.
Skills and Qualifications
- Bachelor’s degree in Occupational Health & Safety, Environmental Health, Human Resources, or related field.
- Minimum 5 years’ experience in a health and safety role, ideally within nonprofit, international development, or multi-site organizations.
- Solid understanding of Ugandan HSE regulations and experience working across diverse geographic contexts.
- Proven ability to lead trainings, audits, and investigations.
- Strong analytical, organizational, and communication skills.
- Demonstrated cultural sensitivity and the ability to work effectively with remote and cross-cultural teams.
- NEBOSH or other international H&S certification is preferred.
- Experience integrating HSE functions within HR and organizational culture initiatives is an asset.
- Familiarity with working in rural, low-resource settings and navigating HSE in last-mile contexts is an asset.
