Generic responsibilities 

  1. Develop ICLA strategy, technical SOPs/guidelines and Macro LFAs.
  2. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines.
  3. Responsible for developing and managing funding proposals, project budgets, and donor reports. 
  4. Overall management of project staff.
  5. Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  6. Ensure capacity building of project staff and transfer key skills. 
  7. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/clusters/working groups. 
  8. Promote the rights of IDPs/returnees, deportees, refugees or migrants in line with the advocacy strategy.

Specific responsibilities

Programme Development: 

  • Lead the development of high-quality and evidence-based ICLA project proposals and budgets for new projects/extensions of projects in close collaboration with the Head of Program and the Area Managers. 
  • Support the development and implementation of ICLA assessments and/or the integration of ICLA questions in the evaluations of other core competencies or area-level assessments to inform programme development and advocacy strategies. 
  • Ensure a solid MEL framework for ICLA activities is in place, contribute to the development of analytical tools to measure impact both at the outputs and outcomes level, and promote ICLA Staff capacity building on M&E standards and analysis of quantitative and qualitative data. 
  • Ensure all relevant partners and stakeholders are included in the planning and implementation of projects as per ICLA Localization Strategy and Plan. 
  • Closely coordinate with all CCs and cross-thematic areas to maximize on integrated responses. 
  • Contribute to the implementation of the Safe and Inclusive Programming (SIP) minimum standards and action plan within ICLA CC. 
  • Ensure the use by field teams of ICLA Standard Operating Procedures (SOPs), the planning matrix, technical standards, CC-specific monitoring tools, and other CC-specific guidance and tools.
  • Support the donor engagement and fundraising for ICLA if requested. 
  • Develop context-relevant programme tools, guidelines and SOPs for ICLA activities. This includes also providing technical guidance and support for the design and implementation of those to field teams.
  • Ensure alignment with the NRC Global ICLA Development Strategy.
  • Participate actively in coordination mechanisms providing relevant information, positioning key topics in the agendas and fostering collaboration with other participants. 
  • Continue to spearhead the digital ICLA transformation (Kobli legal case management and https://changamka.nrc.no/

Programme Management:

  • Responsible for the effective management of ICLA projects, ensuring alignment with the NRC project management cycle. This includes maintaining high standards and quality in reporting to guarantee timely, on-track, and on-budget implementation.
  • Responsible for providing technical and implementation support and guidance to field-based ICLA staff and partners in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
  • Ensure ICLA field teams and partners are familiar with and are implementing according to the ICLA strategy.
  • Ensure monitoring data is collected, analysed, included in NRC’s MEL systems, and used to adapt programmes as required.
  • Identify and document CC-related learnings and propose adjustment of the ICLA programme accordingly.

Logistics, Finance, and Human Resources Management:

  • Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the ICLA team.
  • Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
  • Provide specific support and input to the recruitment process for ICLA project staff.
  • In line with project needs and funding availability, continuously and proactively plan CC-specific workforce planning

 

Generic professional competencies

  • Minimum 3 years of experience from a senior-level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Technical protection expertise. 
  • Documented results related to the position’s responsibilities.
  • Knowledge about one's leadership skills/profile. 
  • Fluency in English, both written and verbal, is required.

Context related skills, knowledge and experience

  • University Degree in Law. 
  • Professional experience in legal protection programming.
  • Experience working with a population with different types of vulnerability.
  • Experience in budget management. 
  • Experience with technical report writing.
  • Willingness to travel in areas where NRC has a presence and to spend the night in the field.
