The West Nile Rural Electrification Company Limited (WENRECo) is an Electric Energy Generation, Distribution & Sales company in the West Nile sub-region, in Northern Uganda. WENRECo is a subsidiary of Industrial Promotion Services (IPS), the industrial development arm of the Aga Khan Fund for Economic Development (AKFED).
WENRECo operates a Vertically Integrated off-grid utility involved in generation, distribution, and Sale of Electricity in the West Nile districts of Uganda & was the first off-grid Solution under a Public Private Partnership to qualify for World Bank Carbon Financing.
Reliable and affordable hydro Power Generated from the 3.5MW Nyagak I Mini Hydropower plant has strengthened the West Nile region’s economy in Uganda within sub-Saharan Africa.

Department: Network Department
Job title: Network Manager
Reports to: General Manager

Job purpose:
• To acquire, monitor, control, operate and measure MV network performance to international standard to deliver quality and safe
• Electricity supply to its utilization points with both reliability and continuity of supply to all customers

Responsibilities:
• Maintain and implement safe Operating procedures to ensure the safety of all persons, Safeguard electrical apparatus from damage and continuity of supply to customers.
• Work with all stakeholders to ensure availability of supply in the region
• Organize and manage teams in the department to deliver exceptional reliable supply throughout the region
• Ensure that the power supply in the region meets the quality as spelt out in the regulatory grid code and quality of service code
• Ensure appropriate metering for all customer categories is achieved
• Ensure meters, transformers, networks materials and accessories are available in stock, switchgzar and equipment are ordered for well in time
• Periodic preparation of reports for submission to the Electricity Regulatory Authority and other sector stakeholders
• Ensure maintenance plans/schedules for all sections are developed in time and implemented accordingly
• Participate in the preparation of contract documents
• Prepare documents for departmental activities and maintain records of the same
• Participate in tendering and procurement evaluation committees
• Provide effective administration of the department
• Develop the departmental budget
• Setting departmental targets and means of assessing performance for all department staff
• Perform any other duties as may be assigned from time to time.

Special Qualifications Required
• BSc. in Electrical Engineering or its equivalent.
• Sound Knowledge in Power distribution and transmission systems specifically in network management.

Job title: Project Engineer
Reports to: Project Manager

Job purpose:
To scope, design, manage, supervise, and commission projects

Responsibilities:
• To scope projects and draft contracts
• Ensuring compliance of the project with the regulatory codes, practices, policies, performance standards, and specifications.
• Participate in the development of the construction standard.
• Secure materials for construction work in time
• Performing quality control tasks on budgets, schedules, plans, and personnel performance and reporting on the project's status.
• Supervise line construction teams from project inception to commissioning
• Cooperating and communicating with the project manager and other project participants and collaborating with senior engineers to create more efficient project methods and to maintain the project's profitability.
• Liaising with Government of Uganda, development partners and Government agencies to scope, design, construct, and commission community projects
• Developing specifications for project equipment and materials
• Attending Factory Acceptance Tests and material, equipment inspections
• Any other duties as may be delegated by the Project Manager

Special Qualifications Required.
• B.Sc. Electrical Engineering or its equivalent.
• A valid driving License/Permit is a must.

Job title: Project Manager
Reports to: General Manager

Job purpose:
To oversee the design, installation, and supply of electrical systems, draw up day-to-day schedules, allocate time, resource, and budgets, as well as managing staff & development stakeholder partners to ensure projects are completed on time, to a high standard.

Responsibilities:
• Oversee the development of power line construction standard
• Preside over the execution of all internal power systems and line construction projects and the respective associated works
• Directly liaise with GOU, development partners, and Government agencies to scope and streamline all electricity infrastructure development projects in the region and or related works
• Oversee the supervision and implementation of all external infrastructure development projects
• Responsible for the inspection and commissioning of all completed electricity infrastructure development projects in the region
• Documenting and maintain records of all implemented projects
• Management of line construction contractors
• Preside over the maintenance and update of the company asset register
• Partake in the design and scoping of company engineering projects
• Participate in procurement and tender committees
• Drafting of project contracts for internal engineering projects in accordance with the regulations set by the regulator
• Setting departmental targets and means of assessing performance for all department staff
• Develop the departmental budgets
• Perform any other duties as may be delegated by the General Manager from time to time.

Special Qualifications Required
• B.Sc. Electrical Engineering or its equivalent with a post graduate diploma in project Planning & Management.
• Sound Knowledge in Power distribution and transmission systems specifically in design and construction of substations, transmission, and distribution networks.

Job title: Planning & Design Engineer
Reports to: Network Manager
Job purpose:
To perform distribution service planning by designing new and modifying existing overhead and underground electric distribution network facilities

Responsibilities:
• Provides technical review of potential system impacts from proposed substantial load additions and provides timely response that includes study results and recommendations.
• Monitors and analyzes the electric distribution system operation performance to proactively plan projects to address system deficiencies.
• Prepares highly complex engineering analyses and studies of the electric system to provide for future needs using a modeling program.
• Interprets and/or modifies available planning guidelines for application to existing problems or processes.
• Provides a detailed design review of internal or external technical documents to ensure compliance with the company standards and expectations.
• Develops, prepares, and justifies capacity improvement projects for the electric distribution system to meet cost, design standards, and schedule objectives with appropriate documentation.
• Coordinate with Transmission Providers to ensure that existing and future transmission facilities will provide reliable and economic service
• Identifies potential areas of weakness with assigned work and initiates corrective action.
• Documents and shares work with others to strengthen the depth and breadth of skills within the company’s engineering workforce.
• Determine the effect of proposed work on existing electric utility facilities and feasibility of alternative construction proposals.
• Review electrical plans to determine loads to size transformers accordingly
• Work in conjunction with local authorities to negotiate easement of Right of Way of the power lines
• Perform technical research, conduct routine feeder loading and voltage drop calculations, short circuit calculations, customer load studies, phase balancing studies, motor starting calculations and economic evaluations of alternative service arrangements.
• Support Distributed Energy Resources and Voltage Optimization
• Support and assist with the Load Analysis process.
• Develop databases for circuit terminal equipment ratings, metering information, distribution automation, etc.
• Evaluates new emerging technologies to ensure all issues are addressed holistically and that problem solutions are tailored to the company’s business environment.

Job title: Protection Control & SCADA Engineer
Reports to: Network Manager
Job purpose:
To install, maintain and troubleshoot the SCADA system servers’, workstations’ and substation RTUs’ software and hardware, and SCADA communication links

Responsibilities:
• Developing protection, control, and bulk metering system design for electrical substations on the 33kV voltage profile from conceptual stage through construction and commissioning
• Developing protection planning and application documents, one-lines, schematics, panel layouts and wiring diagrams for power system protective relaying and bulk metering systems
• Performing protection coordination studies and relay settings for high voltage utility distribution systems
• Reviewing or preparing engineering drawings/documents, specifications
• Plan and manage outage staging and scheduling
• Protective devices grading and setting to ensure balanced performance with the generation plants
• Configuration and design of the SCADA system and ensuring it is full time operational
• Performing factory acceptance tests/inspections of Protection and SCADA equipment
• Configure and administer the SCADA system using the system configuration tools.
• Participate in commissioning of remotely monitored and/or controllable equipment into the SCADA system.
• Implement, maintain, and troubleshoot inter-control centre communication protocol (ICCP) link configuration, for effective communication of SCADA systems between Generation and Network Operators
• Train other SCADA system users.


Job title: Metering Engineer
Reports to: Network Manager
Job purpose:
To ensure proper customer service through timely, efficient, and safe execution of all Meter related activities that Enhance Revenue generation and safeguard energy Loss through proper installations in accordance with the laid down procedures and manufacturer’s standards.

Responsibilities:
• Responsible for implementing all activities related to the metering system in the Organization.
• Solve and handle all technical and non-technical issues of the metering system with the suppliers.
• Ensure proper configuration and sizing of the appropriate customer metering system according to the Commercial department needs.
• Resolve customer metering complaints in accordance with regulatory and company policy requirements.
• Coordinate the installation of appropriate Meters considering the customer consumption category and ensure that the Meters installed are promptly and accurately set up in the Company’s Customer Billing System.
• Ensure that all KVA Meters are promptly and accurately read as scheduled.
• Ensure staff adherence to Company and/or manufacturers’ established standards regarding the installation, maintenance, operation, and retirement of metering equipment.
• Establish solid coordination between the branch managers and the Network department on all issues related to the metering system.
• Prepare & provide all reports related to metering, including monthly meter reading data management.
• Maintain the meter management system, involving calibration checks, validation of meters, diagnostics and troubleshooting of meter defects and reporting the details of the mismeasurements if any to management for timely action.
• Ensure physical safety of all meters from failure where they are installed.
• Accountable for irregular performance of all meters on the network.
• Prepare an inventory of the items required for meter maintenance and calibration to ensure continuous operation of the metering systems.
• Promptly and accurately report and/or escalate all safety incidents, near- misses inclusive, in accordance with the Company safety incident reporting procedure.
• Responsible for the effective implementation of the performance management system through setting performance targets and evaluation of the same.
• Participate in the preparation of the operations and maintenance budgets for the Metering sub-section
• Maintain a record of all categories of stock for meters i.e., new, in service, condemned, repaired etc.
• Produce records of Calibration, changes / modifications, Test Equipment Certificates for all meters, etc. for Audit purpose.
• Arranges for the rectification / trouble shooting of any breakdown of the Metering System equipment through a team of dedicated metering technicians.
• Carrying out duties as per Company Safety, Environment and Quality Policies and programs with specific duties and responsibilities spelled out in Management system documentation, policies, procedures, local documentation, Safety Manual, and other related documents.
• Lead a team of supervisors, technicians, and contract technicians to carry out day to day installations, preventive and corrective maintenance works as and when required.
• Actively engage in audits carried out by internal auditors as well as shareholder auditors.
• Any other duties as maybe delegated by the supervisor
