World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. All employment is conditioned upon the successful completion of all applicable background checks, including criminal record checks where possible.
Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.

Position: Livelihood Officer
Report to: Project Manager
Location: Mvepi, Yumbe District
Advert Start Date: 13th February 2023
Advert End Date: 20th February 2023

Purpose of the position:
The Livelihood Officer will be responsible for project implementation of field livelihood activities, mainly focusing on farmer groups capacity development in the settlement. S/He will build the capacity of the farmer groups through training/ demonstrations and field follow up. S/He will work closely with OPM and other actors in actively addressing farmer skills development, production, processing and marketing issues. S/He will be supervised by the Livelihood Officer who will ensure that activities are approved, implemented, monitored and reported according to agreed project plans in line with the donor and World Vision Uganda (WVU) policies. S/He will be directly involved in the implementation of project activities will be based in Imvepi base camp.

Key Outputs/Responsibilities.
Quality Project Implementation

1. Ensure all the technical work is completed with the desired quality and according to schedule
2. Take lead in ensuring technical programming, quality assurance and implement field activities and/or facilitates in implementation of livelihood component
3. Work with refugee and host community to beneficiaries in ensuring Good agricultural practices are deployed
4. Recruit, train and manage Community Extension Workers to support farmer group activities
5. Take lead in maintaining farmer groups consisting of vulnerable households including PWD and youth from the settlement and host community to benefit from the project.
6. Ensure integration of project with other ongoing Resilience and Livelihood activities including that of World Vision and governments
7. Ensure close monitoring of project interventions

Capacity Building
1. Technical capacity-building of beneficiaries and selected groups on agronomy, financial literacy and group savings, natural resource management, and business skills through training, mentoring and coaching
2. Build the capacity of farmer groups for on-farm and off-farm production and marketing of selected enterprises
3. Provide training and organize exposure visits on agronomy, improved farming practices, and post-harvest technologies
4. Build the capacity of saving groups by providing training on financial literacy and VSLA, coaching, and other necessary services to saving groups
5. Build the capacity of Community Extension Workers to be able to support, manage, and coach farmer groups and saving groups
6. Documentation, reporting and knowledge management
7. Provide weekly, monthly and other periodic reports, including realization of activities versus budget utilization; (Providing input to) narrative and financial project reporting.
8. Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.
9. Organize periodic review meetings for partners and communities at the project sites to reflect on project approaches, tools, impact of interventions, best practices, exit and sustainability strategies as well as create spaces and opportunities for action-learning
10. Conduct annual review of progress towards project objectives;
11. Collect information related to COVID-19 and other livelihood aspects in the project areas as and when necessary

Networking, collaboration and representation
1. Engage with key stakeholders for influence, learning and resource development
2. Actively represent WVU in key inter-agency forums.
3. Engage and build relationships with key partners and government counterparts.
4. Collaborate and guide advocacy campaigns for PWD and youths, as appropriate.
5. Advocate for inclusiveness in other programming by other partners
6. Represent the voices of the beneficiaries as and when necessary

Qualifications: Education/Knowledge/Technical Skills and Experience.
1. Degree in Agriculture or Economics or Agribusiness or Forestry or any other relevant discipline
2. Knowledge and skills in rural livelihood, food security, microfinance enterprise development programs, climate smart agriculture, entrepreneurship, micro-finance and agribusiness
3. Proven conceptual & analytical skills and ability to take evidence-based approach to rural livelihood program design and implementation
4. Excellent spoken and written command of English; Knowledge of Arabic and/or Lugbara is an added advantage
5. Proficiency in MS Office packages (Word, Excel and PowerPoint) and other MS tools (e.g. MS Teams and Sharepoint) is required; proficiency in other online tools such as ODK or KOBO Toolbox is an added advantage
6. Ability to ride a motorcycle with valid driving/riding license
7. Knowledge and skills in report writing, communication, team management, community mobilization, training facilitation, and networking
8. Minimum 2 years of professional experience in livelihoods, food security and/or microfinance enterprise development programs; prior experience working in West Nile area and South Sudanese refugee context or with a KOICA funded project is an added advantage
9. Prior experience working with refugee community, farmer groups in humanitarian context
10. Prior experience designing and implementing rural livelihood programs – beneficiary selection, farmer group/savings group formation, enterprise selection, agricultural input support, training activities, marketing, data collection and analyses, stakeholder meetings, and etc.
11. Prior experience handling activities supporting a large number (5,000+) of beneficiaries through extension workers
12. Prior experience in report writing and donor communication
13. Track record demonstrating high integrity, innovativeness, creativity and dependable
14. Team player, self-motivator, able to work under pressure and with limited supervision
15. Strong capacity in leadership, team management, networking, and coordination; able to supervise a small team
16. Spiritual maturity, interfaith knowledge and a biblical worldview Ability to articulate and model our Christian identity and mission in an inclusive way.
17. Demonstration of well-developed interpersonal skills, excellent verbal and written communication skills
18. Ensure a gender and disability perspective in the scope of work and having passion for children
