Standard functions:

The MEAL Officer is responsible for designing, coordinating, and implementing the Monitoring, Evaluation, Accountability, and Learning (MEAL) system of the Country programme. The role ensures that projects are effectively monitored, evaluated, and improved through evidence-based learning, in line with organizational standards and donor requirements. The MEAL Officer will lead accountability to programme participants across all projects, as well as all functions relating to PSEA and Adult and Child Safeguarding.

Key Responsibilities

Strengthening Project MEAL Systems

  • Support comprehensive assessment of the current MEAL system across the Country programme.
  • Lead the development and implementation of a practical MEAL capacity-building plan for the CP.
  • Lead the preparation of project theories of change, results/logical frameworks, and M&E plans.
  • Lead data collection and quality assurance, analysis, and management and ensuring that data is well management in HEKS visible impact data system
  • Write/review MEAL reports produced by the team members.
  • Ensure that MEAL structures and capacities are in place within the CO and partner organizations.
  • Provide technical guidance and training to staff and partners on MEAL processes, tools, and standards.
  • Ensure compliance with organizational and donor MEAL requirements.

MEAL Implementation

  • Lead the development of project specific MEAL framework/plans.
  • Assist the program team in formulating indicators and developing logical frameworks (LGF).
  • Lead indicator data collection methodologies.
  • Ensure regular monitoring of projects, compilation of FMV reports, and sharing of findings for learning and corrective measures
  • Lead baseline, midline, and end line assessments as required.
  • Coordinate and support internal and external evaluations.
  • Ensure data quality through verification, validation, and standardized tools.
  • Analyze data and produce timely, accurate, and analytical reports for internal and external stakeholders.
  • Support programme teams in adaptive management and evidence-based decision-making.
  • Ensure integration of accountability mechanisms, including feedback and complaint response systems.
  • Promote learning by documenting best practices, lessons learned, and success stories.
  • Support emergency response monitoring where applicable.

Data Management and Reporting

  • Develop and maintain data management systems and databases.
  • Ensure proper documentation and storage of programme data.
  • Produce periodic MEAL reports (monthly, quarterly, and annual).
  • Contribute to donor reports with accurate and evidence-based information.
  • Ensure compliance with data protection and ethical standards.

Accountability and Community Engagement

  • Establish and manage beneficiary feedback and complaint mechanisms and the related data and report.
  • Ensure that communities are informed and actively engaged in programme processes.
  • Promote transparency and accountability in programme implementation.
  • Monitor and report on accountability practices and outcomes.

Safeguarding:

  • Ensure that safeguarding risks are identified, monitored, and mitigated within project design, implementation, and evaluation processes.
  • Ensure that data collection processes uphold safeguarding standards, including informed consent, confidentiality, privacy, and protection of sensitive information.
  • Work closely with program staff to ensure proper documentation, referral, and follow-up of safeguarding concerns reported through MEAL systems.
  • Ensure that all monitoring, evaluation, and learning activities are conducted in a manner that minimizes risk to beneficiaries, especially children and other vulnerable groups.
  • Integrate safeguarding indicators and considerations into MEAL frameworks and reporting tools.
  • Support audits, reviews, and reporting related to safeguarding compliance and accountability.
  • Liaise with PSEA focal point to ensure full integration of Protection from Sexual Exploitation and Abuse (PSEA) and practices and principles across all MEAL systems, tools, and processes in line with organizational policies and international standards.

Learning and Knowledge Management

  • Facilitate learning events, reflection meetings, and review workshops.
  • Promote knowledge sharing within the country office and with partners.
  • Contribute to organizational learning and strategy development.
  • Document case studies, lessons learned, and innovations.

Representation, Networking, and Learning

  • Represent HEKS/EPER on MEAL with networks, government, the public and other international, regional and local organisations, consortium and networks.

Minimum Qualifications, experience and skills

Qualifications and Experience:

  • Bachelor's degree in social sciences, Statistics, Development Studies, or related field.
  • Minimum 3–5 years of experience in MEAL, safeguarding and PSEA within development or humanitarian programmes.
  • Experience in designing and implementing MEAL systems.
  • Experience with donor-funded projects and reporting requirements.
  • Knowledge of qualitative and quantitative data collection and analysis methods.

Skills and Capabilities

  • Strong analytical and data interpretation skills
  • Proficiency in MEAL tools and software (e.g., Excel, Kobo Toolbox, SPSS, Power BI, etc.)
  • Excellent report writing and communication skills
  • Strong organizational and coordination skills
  • Knowledge of accountability frameworks and community engagement approaches
  • Ability to work collaboratively with teams and partners
  • High level of integrity and attention to detail
  • Ability to work in complex and challenging environments
  • Good ICT skills
  • Fluency in English (local languages are an asset)
