Your mission

The MEAL Officer is responsible for implementing and strengthening of the MEAL systems for the Response and assigned projects in the South Sudan/Sudan programme. S/he is responsible for providing support in the development and execution of MEAL plans; development and/or adaptation of MEAL tools; documentation and dissemination of key learnings in support of the project objectives and outcomes; and ensuring assigned projects are accountable to participants and other stakeholders in line with WCA and donor policies and practices.

S/he will be responsible for creating and updating the MEAL information management systems, in addition to coordinating and contributing to reporting requirements of the Response Programme, both internal and external, and participate in the best quality of programming. Working closely with the CP Manager and other programme staff, the MEAL officer will effectively contribute and support local partners (L/NGOs) implementing projects in partnership with War Child.

As part of partner support, the role holder will engage with partners on MEAL and reporting functions, assess capacity strengths and gaps, and with support programme colleagues, coordinate capacity development activities in their field of expertise as required.

Your profile

  • S/he will be responsible for creating and updating the MEAL information management systems, in addition to coordinating and contributing to reporting requirements of the Response Programme, both internal and external, and participate in the best quality of programming. Working closely with the CP Manager and other programme staff, the MEAL officer will effectively contribute and support local partners (L/NGOs) implementing projects in partnership with War Child.
  • As part of partner support, the role holder will engage with partners on MEAL and reporting functions, assess capacity strengths and gaps, and with support programme colleagues, coordinate capacity development activities in their field of expertise as required.
  • Proactively engage with partners to compile information on their activities, updating related databases and reporting tools.
  • Review incoming data for completeness and consistency and advise the program team on the tools for improving data logging, entry and processing.
  • Manage the program curated database (monitor quality of information to be shared according to the information sharing protocol)
  • Ensuring WCH and its partners are following the agreed MEAL Frameworks
  • Support the program team and partners to build their capacity in efficient data collection and management processes, including support with software applications.
  • Provide the programme and partners with the updated ITTs / MEAL Plan and receive monthly reports against them.
  • Support field data collection (surveys, FGDs, KIIs, observation, PDMs, etc) and ensure data quality (validity, reliability and confidentiality).
  • Support in developing and updating the MEAL Plans, indicators and data collection tools of each project within thematic.
  • Support partners to effectively complete tools for measuring quality benchmarks.
  • Support consistent and systematic integration of MEAL issues into program (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation
  • Be the primary focal point with partners for data management, developing and maintaining information databases, in addition to the conducted Monitoring and Evaluation tools.
  • Become the primary analyst for weekly\monthly data, monitoring trends and highlighting concerns.
  • Support coordination, analysis and draft findings for the program surveys as well as multi sector assessments, generic surveys and evaluations as needed.
  • Analyze data, produce clear reports/dashboards, and share insights with program & donor teams.
  • Support partners in conducting baselines, mid-term, end-lines surveys and final project evaluations as required.
  • In coordination with the Programme team, support partners in situation analysis (study methodology, tools and approaches) and need assessments for new project/program development.
  • Assist ongoing learning activities e.g. After Action Review workshops, prepare lessons learnt reports
  • Support generating quality learning through evaluations reports, monitoring reports, research, partner’s visits, accountability system and document
  • Promote learning culture throughout sharing and utilization of learning in education and child protection program sector.
  • Provide support and follow up on learning events and record the lessons learned during the lifetime of the project
  • Collect relevant data, information documents (reports, project plans and proposals, M&E plans, data and information) information and ensure proper and systematic storage and filing.
  • Facilitate feedback mechanisms (complaints, community participation) and act on accountability findings
  • Coordinate with programme/projects team to review periodic data submissions from partners including MEAL plans as well as project achievement tools.
  • In collaboration with MEAL partners, provide monthly analysis and reporting considering regular requirements with appropriate set of recommendations to the program management as a part of the learning process.
  • Develop analysis and top-line reports to be communicated with internal and external stakeholders.
  • Support the program\project team(s) in donor reporting with accurate figures.
  • Conduct periodic review of annual plans to identify bottlenecks and the ways those bottlenecks could be addressed
  • Facilitate capacity building assessment and develop training/technical support plans for partners on MEAL.
  • Provide day-to-day supervision/coaching to partners on MEAL activities, facilitating technical assistance from global/regional technical advisors and where relevant directly supporting based on own experience.
  • Contribute to the improvement of effective system for feedback and complaints response mechanisms FCRM at the projects level for partners.
  • Contribute to improvements in partner’s accountability system and procedures.

Qualifications

  • Minimum of Bachelor’s degree from a recognized university in Social Sciences or related field or 2 additional years of relevant experience in MEAL related roles
  • A minimum of 3 years’ relevant experience in MEAL activities and scope.
  • Excellent experience in data collection and analysis, data management and reporting using Excel, SPSS, Kobo, etc.
  • Extensive experience in Assessments and Evaluation
  • Extensive experience in knowledge and database management
  • Experience of training and capacity building and strong experience in working with local partners
  • Experience of humanitarian/emergency programming is highly desirable.
  • Experience of working with local partners, including capacity building, especially in emergency/humanitarian contexts desirable.
  • Knowledge of the context and experience of working with partners in Sudan is desirable
  • Excellent knowledge of Microsoft Office.
  • Understanding partnership strategy, flexible operationalisation processes and remote programming is an asset.
  • Excellent communication and influencing skills
  • Fluency in English essential; conversational Arabic skills essential
  • Ability to build productive working relationships within a mu
