The Manager, Digital Transformation leads the institution’s digital strategy, drives technology adoption, and ensures seamless integration of digital solutions across academic, administrative, and operational functions. The role focuses on innovation, optimizing digital services, and fostering a tech-driven culture to enhance learning, research, and institutional efficiency.

Duties and Responsibilities

1. Digital Strategy Development & Execution

  • Develop and implement the institution’s digital transformation strategy in line with its vision and objectives.
  • Identify and recommend digital technologies to enhance academic, research, and administrative processes.
  • Establish policies and frameworks for digital transformation initiatives.
  • Reinforce the Institute’s leadership in digital transformation best practices.
  • Position UICT as a Centre of Excellence for digital skilling and innovation adoption.

2. Technology Integration & System Optimization

  • Oversee implementation of enterprise digital solutions (LMS, ODeL, HRMIS, BOL, etc.).
  • Ensure seamless integration of digital tools across departments.
  • Monitor and optimize digital systems for efficiency and user experience.

3. Innovation & Emerging Technologies

  • Research and introduce emerging technologies (AI, cloud computing, big data, blockchain).
  • Foster a culture of innovation through digital projects with staff and students.
  • Drive digital research initiatives for institutional advancement.
  • Pilot emerging tech in education (AI tutors, AR/VR, EdTech tools).

4. Cybersecurity & Data Governance

  • Develop and enforce digital security policies to protect institutional data.
  • Ensure compliance with data protection laws and ICT regulations.
  • Monitor cybersecurity threats and implement mitigation measures.

5. Digital Literacy & Capacity Building

  • Conduct training programs on digital tools and best practices for faculty, staff, and students.
  • Promote digital competency in data management, cybersecurity, and emerging tech.
  • Provide technical guidance on ICT adoption and digital culture.

6. ICT Infrastructure & Cloud Solutions Management

  • Oversee deployment and maintenance of ICT infrastructure, cloud services, and virtual learning environments.
  • Ensure accessibility and reliability of digital platforms.
  • Optimize cloud computing and virtualization for cost-effective solutions.

7. Stakeholder Engagement & Partnerships

  • Collaborate with academic and administrative units to identify digital needs.
  • Build partnerships with tech providers, government agencies, and industry stakeholders.
  • Represent the institution in digital forums, workshops, and research collaborations.

8. Performance Monitoring & Reporting

  • Define KPIs for digital transformation initiatives.
  • Prepare reports on digital progress, adoption rates, and impact assessments.
  • Recommend continuous improvements based on data-driven insights.

Key Result Areas (KRAs)

  1. Successful execution of the digital transformation roadmap.
  2. Effective integration of digital tools in academic and administrative functions.
  3. Deployment of emerging technologies (AI, IoT, blockchain) for learning and operations.
  4. Strong cybersecurity measures and regulatory compliance.
  5. Enhanced digital competency among staff, faculty, and students.
  6. Reliable and scalable ICT infrastructure & cloud solutions.
  7. Strategic partnerships with tech providers and industry players.
  8. Regular evaluation and improvement of digital initiatives.

Person Specifications

Education & Qualifications

  • Bachelor’s degree in Computer Science, IT, Digital Transformation, Engineering, or related field.
  • Master’s degree in ICT, Digital Innovation, Business Technology, or relevant field.
  • Professional certifications (ITIL, PMP, CISSP, AWS, Microsoft) are desirable.

Experience

  • 5+ years in ICT leadership, digital transformation, or technology management.
  • Proven track record in managing digital projects and enterprise IT systems.
  • Experience in cybersecurity, data governance, and ICT compliance.
  • Prior experience in academic/research institutions (added advantage).

Skills & Attributes

Technical Expertise:

  • Digital transformation frameworks & IT governance.
  • Cloud computing, data analytics, cybersecurity, enterprise IT systems.
  • Hands-on experience with LMS, SIS, ERP solutions.
  • Emerging tech (AI, IoT, blockchain) evaluation & implementation.
