Background

This role is within the Treasury department, focusing on domestic resource mobilization. The company is Donswift.

Key Responsibilities

Principle Duties & Responsibilities:

  • Lead the planning, structuring and execution of domestic and international capital market transactions, including conventional, green, sustainability, social and Sukuk bond issuances where applicable.
  • Lead the establishment and maintenance of Medium-Term Note (MTN/EMTN) and Commercial Paper programmes.
  • Develop innovative funding solutions including syndicated loans, structured finance, blended finance and guarantee-backed transactions.
  • Monitor capital market developments and recommend optimal funding strategies, timing and market access opportunities.
  • Prepare financial models, pricing analyses, funding recommendations and transaction term sheets.
  • Coordinate transaction execution by managing relationships with arrangers, legal counsel, trustees, paying agents, auditors, transaction advisors and other service providers.
  • Lead investor engagement activities, including investor roadshows, due diligence processes and ongoing investor relations.
  • Coordinate credit rating exercises and maintain relationships with rating agencies and key market participants.
  • Oversee settlement of treasury transactions and ensure timely execution of funding and investment transactions.
  • Maintain effective treasury controls, cash management systems and treasury infrastructure to support operational efficiency and safeguard the Bank's assets.
  • Processing and maintenance of data of high quality.
  • Ensure compliance with Capital Markets Authority, Uganda Securities Exchange and other applicable regulatory, listing and disclosure requirements.
  • Support the development, implementation and periodic review of Treasury policies, the Resource Mobilisation Strategy and the Capital Market Framework.
  • Prepare ALCO and Management papers relating to treasury, funding and capital market activities.
  • Mentor and develop Treasury staff, promote knowledge sharing and contribute to institutional capacity building to strengthen treasury and capital market capabilities.

Level of Authority:

  • Shall be a member of the Enhanced Deal Review Committee.
  • Advise Management on issues relating to Domestic Resource Mobilization.
  • Manage relationships with Funders, Prospective funders and Bankers.

Relationships:

Internal: All staff and departments.

External: Key external stakeholders including Ministry of Finance Planning & Economic Development, Capital Markets Authority, Uganda Securities Exchange, Development Finance Institutions, Commercial Banks, institutional investors, Arrangers, legal counsel, Rating Agencies and Auditors.

Education & Requirements

Education:

  • Bachelor's degree in Finance, Economics, Commerce, Business Administration, Statistics, Accounting or a related field from a recognized university.
  • A master’s degree in business, Finance, or relevant field of study from a recognized university is

Additional Details

Experience:

  • Minimum of six (0 years' experience, two of which should be at supervisory level, in the field of Treasury, Investment Banking, Corporate Finance, Debt Capital Markets or resource mobilization.
  • Demonstrated experience in execution of bond issuances, syndicated loans, structured finance or similar capital market transactions.
  • Experience in engaging Development Finance Institutions, Institutional Investors and Transaction Advisors will be an added advantage.

Competences:

  • This role requires a seasoned professional with extensive experience in Asset & Liability Management, Debt Capital Markets, Resource Mobilization, Financial Modelling & Valuation.
  • Proven expertise in Capital Markets Operations, Securities regulations, Sustainable Finance, and transaction syndication.
  • Strong understanding of Uganda's Capital Market Operations and regulatory environment.
  • Excellent problem solving, negotiation, communication and interpersonal skills.
