Job Summary

The MEL Officer will provide technical support in the implementation of the vaccines and immunization program in Uganda specifically responsible for all the MEL aspects of the Gavi-funded activities under two grants (i.e. Health Systems Strengthening [HSS3] and Equity Accelerator Fund[EAF]). S/he will be responsible for developing an effective M&E framework that can be used to track and monitor the performance of up to 25 local civil society organizations (CSOs) across the country that are receiving subgrants from PATH. S/he will work closely with the EPI M&E specialist, Data Manager and other digital health partners supporting coordination between PATH immunization activities and EPI. S/he will also provide technical assistance in the development and review of tools, protocols, quality indicators and CSO reports to enable monitoring and evaluation of the Immunization Program.

The MEL Officer will have the following key responsibilities:

  • Development of an effective PATH M&E Strategy, system and plans for the Immunization Program and different donor supported programs in line with the EPI M&E framework.
  • Collaborate with national stakeholders including representing PATH on technical committees to facilitate evidence-based planning for Immunization services and ensuring that plans are aligned to National Strategic Plans for Immunization.
  • Collaborate with the EPI M&E specialist and EPI Data Manager on the development and monitoring of indicators to measure immunization coverages. This includes setting up performance review meetings, developing performance dashboards to influence data-to-decision making at national and sub national levels.
  • Coordinate and supervise support supervision to Districts and other Implementing Partners to; improve data collection, recording, reporting and compliance with the set standards.
  • In collaboration with the Division of Health Information (DHI) and National Medical stores, support UNEPI to collect, process, and manage data on immunization service delivery and logistics/supplies to ensure the data is of high quality for accurate reporting and use in planning, and keeping up-to-date data base.
  • Support preparation for and implementation of M&E and data improvement program activities, including close coordination with DHI, UNEPI and partners, maintaining timelines and documentation of program activities.
  • Review and update tools and formats for data collection to capture data requirements of the Immunization Program, for use in monitoring and reporting.
  • Participate in operational and conventional research useful to inform policy development and program design for implementation.

Education and experience:

  • Bachelor’s degree in statistics, social sciences, development studies, or public health.
  • Postgraduate training in monitoring and evaluation or related field is an added advantage 
  • At least five (5) years of experience developing and implementing M&E frameworks for fast-paced projects and programs, preferably focused on immunization/primary health care.
  • Excellent knowledge of how to develop M&E indicators and how these indicators can be tracked to measure program results and impact
  • Demonstrable familiarity with the dynamics of working with district local governments and local partners including community-based organizations
  • Experience working with civil society organizations, professional associations and umbrella bodies in health, education and social sectors.
  • Deeper understanding and knowledge of the decentralization system in the Uganda context, and how it operates under the health, education and social sectors.
  • Must be self-driven, highly motivated and with good communication and leadership skills that can drive transformation.
  • Ability to travel up to 25% of the time.
  • Any additional training in knowledge translation and developing knowledge products is an added advantage
