Job purpose

To support the design, implementation and coordination of monitoring, evaluation, learning, performance measurement and reporting systems that facilitate evidence-based decision-making, accountability and achievement of the Institute’s strategic objectives and mandate.

Key duties and responsibilities

  • Coordinate implementation of the Institute’s Monitoring and Evaluation framework, ensuring alignment with the Strategic Plan, annual work plans, departmental targets and Government performance management requirements.
  • Develop, review and maintain monitoring and evaluation tools, data collection instruments, performance indicators, logical frameworks, reporting templates and performance tracking systems.
  • Collect, verify, compile and analyse programme, project and institutional performance data to assess progress against planned outputs, outcomes and targets.
  • Monitor implementation of institutional programmes, projects, budgets, performance contracts and departmental commitments and provide timely feedback to Management.
  • Support preparation of quarterly, semi-annual and annual performance reports, including analysis of achievements, challenges, variances, lessons learned and recommended corrective actions.
  • Maintain institutional databases, performance dashboards, management information systems and monitoring records to support evidence-based planning and decision-making.
  • Conduct routine monitoring visits, field assessments, performance reviews, evaluations and data quality audits for institutional programmes and projects.
  • Support programme and project evaluations, impact assessments, beneficiary feedback mechanisms, tracer studies and institutional learning initiatives.
  • Generate statistical reports, analytical briefs, monitoring reports, presentations and performance summaries for Management, the Governing Council, Government agencies, development partners and other stakeholders.
  • Provide technical support to departments in results-based management, performance measurement, indicator development, data management, gender and equity-responsive monitoring, and accountability reporting.
  • Coordinate collection, validation and submission of institutional performance information required under Government reporting systems, IFMIS-related accountability frameworks and regulatory requirements.
  • Maintain accurate records of monitoring reports, evaluation findings, performance data, evidence files, accountability submissions and institutional learning documents, and perform any other monitoring, evaluation, reporting, research or performance management duties assigned by the Supervisor.

Minimum qualifications and professional requirements

  • An honours bachelor’s degree in Statistics, Economics, Quantitative Economics, Monitoring and Evaluation, Development Studies, Project Planning and Management, Population Studies, Business Statistics, Public Administration, ICT-related analytics or a closely related field from a recognised institution is essential.
  • Postgraduate training in Monitoring and Evaluation, Statistics, Data Analytics, Project Planning and Management, Development Economics, Public Sector Management or a related field is desirable.
  • Training in results-based management, programme evaluation, data analysis software, business intelligence tools, IFMIS reporting modules, programme-based budgeting, gender and equity analysis or performance management systems is an added advantage.
  • Strong computer literacy, including statistical software, spreadsheets, dashboards, database applications and report-writing tools, is desirable.

Experience requirements

  • At least three (3) years of relevant experience in monitoring and evaluation, performance measurement, programme management, data analysis, research or institutional reporting is essential.
  • Experience in a public institution, tertiary education institution, TVET environment, Government-funded programme, digital transformation initiative or donor-funded project is an added advantage.
  • Practical experience with performance reporting systems, management information systems, IFMIS-related accountability processes, programme evaluations or results-based management frameworks will be an added advantage.
