Job Purpose

To lead the procurement, bulk purchasing, and sales of petroleum products, ensuring reliable fuel supply, competitive pricing, profitable sales growth, and effective management of supplier and customer relationships. The role is responsible for managing the end-to-end fuel supply chain, from sourcing products to delivering them to retail stations and commercial customers while ensuring regulatory compliance and operational efficiency.

Key Responsibilities

Procurement

  • Develop and implement fuel procurement strategies to ensure uninterrupted product availability.
  • Source Automotive Gas Oil (AGO), Premium Motor Spirit (PMS), Dual Purpose Kerosene (DPK), and other petroleum products from approved suppliers.
  • Negotiate purchase prices, supply contracts, and commercial terms to optimize profitability.
  • Monitor fuel market trends, international oil prices, and exchange rate movements to inform procurement decisions.
  • Maintain strong relationships with suppliers, depots, transporters, and regulatory agencies.
  • Ensure timely fuel replenishment for retail stations and bulk customers.
  • Monitor inventory levels and coordinate stock planning to avoid shortages or overstocking.
  • Ensure procurement activities comply with company policies and industry regulations.

Sales and Business Development

  • Develop and implement strategies to grow retail and bulk fuel sales.
  • Identify new commercial customers, government institutions, transport companies, construction firms, and industrial clients.
  • Manage key customer accounts and maintain long-term business relationships.
  • Prepare quotations, negotiate contracts, and close fuel supply agreements.
  • Achieve monthly, quarterly, and annual sales and gross margin targets.
  • Monitor competitor pricing and recommend competitive pricing strategies.
  • Promote cross-selling of lubricants, LPG, and other petroleum products.
  • Resolve customer complaints and ensure high levels of customer satisfaction.

Operations and Financial Management

  • Prepare annual procurement and sales budgets.
  • Monitor procurement costs, sales revenue, and profit margins.
  • Review stock movements and fuel reconciliation reports.
  • Coordinate with logistics teams to ensure timely product deliveries.
  • Monitor customer credit limits and support debt collection activities.
  • Prepare weekly and monthly procurement, sales, and market performance reports.
  • Identify operational risks and implement mitigation measures.

Compliance and Safety

  • Ensure compliance with petroleum industry regulations and company policies.
  • Promote health, safety, security, and environmental (HSSE) standards throughout procurement and fuel distribution operations.
  • Ensure quality assurance procedures are followed during fuel receipt, storage, transportation, and delivery.

Qualifications

  • Bachelor's degree in Procurement and Supply Chain Management, Business Administration, Marketing, Petroleum Studies, Commerce, or a related field.
  • Professional qualification such as CIPS or CPSM is an added advantage.
  • Minimum of 5 years' experience in petroleum procurement, commercial fuel sales, or downstream oil and gas operations.
  • Experience managing bulk fuel procurement and commercial sales is highly desirable.
