The program coordinator is responsible for projects management, operations and implementation of all awards/projects in Kasese (Youth Resilience, coffee value chain, child protection, Health and nutrition, WASH and education ).The program Coordinator under direct supervision of the Team leader for Southwestern Uganda, will work closely with the team in the event of major disasters like floods and will be able to provide support to respond effectively.

THE ROLE
KEY AREAS OF ACCOUNTABILITY:
Planning and Management of Projects
- Lead the development of relevant and sustainable livelihood intervention strategies in Kasese and southwestern context
- Prepare projects detailed implementation plans (DIP), phased budgets, procurement plan, risks and mitigation plans, communication plans, community engagement plans, Activity Tracking Tools for all the projects in Kasese.
- Lead the engagement with the field stakeholders to conduct the geographic targeting and selection of vulnerable community members especially children (boys & girls) youth/adolescents to benefit from the projects in the district in line with the criteria provided in the project documents and profile the beneficiaries for outcome tracking,
- Ensure the execution of all planned field activities for the various projects in cooperation with project staffs based on the DIPs and report to the team lead forthwith for any circumstances that hinder project staff to conduct the activities.
- Ensure all trainings are conducted using standard guidelines to the extent possible and by highly qualified personnel following SC safe programming and safeguarding protocols,
- Ensure on time procurement and delivery of high-quality materials and resources required to conduct the project activities as planned and budgeted,
- Coordinate the assembling of all resources including human resources of community-based volunteers (CBVs) for effective implementation of livelihood component and provide technical support supervision to CBVs
- Support provision and access to a wide range of Business Development Services to marketing groups to facilitate youth livelihoods opportunities,
- Ensure regular monitoring of projects activities in the respective communities and follow up implementation of planned tasks and activities,
- Liaise with district/sub-county officials, NGOs, UN agencies other stakeholders to facilitate development of multi-sectoral partnerships
- Responsible for regional coordination of program operations and delegated responsibility for regional program operations delivery of high-quality programs in line with the objectives of the country strategy.
- Participate and support resource acquisition processes, including development project/ grant proposals in collaboration with the technical advisors.
- In collaboration with the Team leader, participate in conceptualizing and designing cost effective, innovative and high-quality programs that serve vulnerable and deprived children.
- Ensure projects are implemented in ways responsive to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures.
- Support working with government, civil society and partners to strengthen strategic partnerships in the delivery of programmes in the region
- Prepare and submit timely and high-quality progress reports, project reports, and donor reports.
Budget management and monitoring
- Ensure that the project’s phased budgets are developed and submitted to finance using appropriate templates.
- Ensure budget management reviews are conducted especially BVA reports, GL and PO commitment reports.
- Ensure project spends are within acceptable standards as required by the different donors. Managing over and under spends.
- Maintain high standard of transparency and accountability during programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
- Work with project staff, and supply chain/finance staff to develop expenditure and procurement plans to guide implementation of approved grants. Manage implementation of these plans in accordance with donor guidelines.
- In collaboration with the finance team, ensure timely and proper accountability for funds as per SC finance regulations
- Review all project expenditure reports, to ensure accuracy of expenses charged to project, support preparation of budget expenditure forecasts as requested
- Ensure that the budget monitoring reports for the program are responded to in time and with the right information.
Programme Quality Development and Implementation
- Work with MEAL to ensure that all projects are set up in PRIME and the PRIME record is consistently being updated, including PoT
- Ensure that programmes are implemented in accordance with SC quality standards, proposals and KPIs including the Quality benchmarks.
- Ensure establishment of functional monitoring and accountability systems to improve quality programme implementation and impact.
- Ensure effective monitoring, evaluation, accountability, learning, documentation and reporting in line with agreed projects targets and standards
- Support assessments, evaluation and operational research studies, and ensure that the projects utilize the recommendations to improve programming
- In collaboration with ACCM. ensure effective project documentation on programmes to provide a learning for projects,
- Ensuring both projects kick off and close out meetings are conducted and actions followed upon timely.
- Coordinate with MEAL team to ensure that all projects’ indicators are captured correctly in the MEAL plan and included in the Indicator Performance Tracking Tools (IPPT) and Post Distribution Monitoring are all conducted timely.
- With the support of the team leader, conduct regular quarterly review meetings with stakeholders to review project implementation progress.
Networking and advocacy.
- Pro-actively identify advocacy opportunities and documenting lessons learnt, best practice, research opportunities and case studies to shape in-country strategies and programme approaches and contribute to broader sector learning which link with wider organisational strategic objectives and turn these into action.
- Support development of thematic advocacy plans, strategies and participate at the local and national level for the livelihood/ climate change/Youth Skills Development Program area.
- Establish, maintain and improve active and regular working relationships with government, partner agencies including humanitarian and development partners/donors, local and international NGOs working groups related to livelihood, youth and child protection.
- Profile SCI at district/ regional meetings, workshops, donors, networks and other relevant fora.
- Build SCI partnerships, networks, coalitions and alliances at the regional level and linking it with national level lobbying and influencing engagements and process.
Partnership Management and Development
- In collaboration with the Team leader and partnership specialist, support partnerships establishment in Kasese in line with SCI guidelines and have sufficient capacity that furthers achievement of Save the Children's global and national strategies and strengthens local and national capacity to deliver for children.
- Support Identification and assessment of potential partners using organisation selection criteria and methods and ensure that all partners comply with Save the Children International and donor requirements and regulations.
- Support in providing oversight management and ensure that partnership processes, including assessments, signing of MOUs, transfer of funding implementation and reporting is timely.
To be a strong supporter and advocate for children in this role you will need to have:
- Degree or post-graduate qualification in economic studies, social sciences, development studies, Agricultural economics, program management or equivalent experience.
- At least five (5) years’ work experience in participatory programming with at least 3 with youth and other vulnerable groups and advocacy engagements that seek to give voice to vulnerable groups (young people, refugees, persons with disability).
- Good understanding of livelihood especially the climate smart agriculture practices.
- Strong experience in humanitarian and emergency response
- Understanding of group dynamics for youth and other vulnerable groups within the agricultural market system in Uganda is an added advantage.
- Experience with projects funded by institutional donors (knowledge of donor rules and regulations)
- Thorough understanding of national poverty strategies as well as current national and international trends in global poverty and development
- A strong belief in the potential for young people to influence positive change through participation.
- Agile in programme budgeting, planning, monitoring and management.
- Significant experience of delivering face to face workshops and creative sessions with young people.
- Passion for working with young people and experience and knowledge of the issues they face.
- Good understanding of safeguarding, confidentiality and safe working practices.
- Experiencing of driving change to adopt a youth-led culture.
- Project management experience.
- Excellent people skills, adaptable and flexible in manner and approach with an understanding of how to motivate and develop staff
