World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.


Purpose of the position:
The Programme Manager – UNICEF will lead a consortium of 2 organizations (World Vision and NRC) in the implementation of 8 months grants in the West Nile sub-region of Uganda. The post is based in World Vision Adjumani office with frequent travel to the target settlements and host communities in Adjumani, Yumbe, Madi-Okollo and Lamwo districts, as well as regular travel to Kampala. The purpose of the role will be to represent and position the consortium towards external stakeholders ensuring the mission, vision and interests of the consortium and its members are protected; facilitate coordination and communication among consortium partners and ensure the consortium partnership operates in an effective manner; ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.

Key Outputs/Responsibilities.
Major Activities
Leadership and Programme Management

1. Project lead for the UNICEF programme and monitors the progress of the programme to ensure that World Vision delivers the quality outcomes, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
2. Provide effective leadership and management of the Programme Management Unit ensuring different functions of the PMU are working together in a coordinated manner to bring impact in programme implementation
3. Provide leadership, supervision, and oversight to improve the performance of all program activities, ensuring efficient and effective program implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
4. Work with the MEAL Coordinator and consortium partners in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.
5. Support MEAL Coordinator in developing tools for, and delivering, effective tracking of implementation progress across the whole consortium.
6. Ensure a robust Monitoring, Evaluation and accountability system is implemented across the consortium and is aligned to the Inter-agency feedback mechanism (FRRM)
7. Maintain clear, regular and effective lines of communication with relevant GoU stakeholders, donor, Support Offices and consortium partners.
8. Regularly review the program strategy to ensure relevance and enhance program impact by suggesting appropriate alternative strategies and changes to the technical working groups.
9. Ensure all programme-based needs and requirements are shared with support services in a timely manner for ensuring effective and coordinated implementation.
10. Provide excellent standards in the management of the human, financial and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
11. Establish a consultative and participative management environment that engages and develops World Vision project teams, combining National office and global office staff, to deliver on donor obligations hence meeting program commitment priorities.
12. In consultation with the Refugee Response Director identify opportunities to complement services under the program through identifying, leveraging and creating linkages with other projects where appropriate.
13. Ensure timely delivery of quality quarterly and annual reporting to support offices and UNICEF highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.
14. Maintain a close liaison on programmatic issues with Support Offices and UNICEF beyond contractual reporting requirements.

People management and supervision
1. Ensure 100 % staff are recruited and oriented for all projects under your management
2. Ensure all staff under your projects have JDs, contracts, performance agreements and all other statutory documents.
3. Hold monthly conversations with your direct reports and ensure same is cascaded to entire project teams
4. Hold quarterly performance review meetings for your team and their direct reports.
5. Manage, supervise and build capacity of staff in project development, management and implementation especially in humanitarian emergency response, CiE and other related project activities.
6. Identify staff capacity, psychosocial and other needs, and work with P&C to ensure needs are met
7. Facilitate coaching, mentoring and counseling sessions for staff within the programme.

10. Ensure program quality adherence, contractual compliance and timely reporting.
11. In collaboration with the Finance Manager, ensure responsibility for programme expenditure, financial accountability and planning requirements, and provide a high level of support to program processes and procedures. Monitor the overall financial integrity of programme funds through grant management, monitoring and evaluation.
12. Provide capacity building to program staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.
13. Maintain tight budgetary control over all UNICEF and other project budgets and ensure compliance with the PCA. Approves all cost in line with approved budgets and donor regulations
14. Work with finance to submit cash request to the donor and ensure funds are available for implementation; provide monthly cash flow projection to WV Kampala against the approved budgets
15. Carries out regular financial reviews with relevant sector staff, programs and Finance
16. Reviews all project financial reports and transaction listings to ensure only relevant cost are charged and supports finance department in preparation of accurate financial reports
17. Prepares and Maintain UNICEF project risk matrix and inventory of all project assets
18. Focal point person for project annual audit and provides responses to all queries related to project implementation

Networking, Coordination and Communication
1. Work with resource development unit and sector staff to respond to UNICEF annual expression of interest, drive the proposal design process and subsequent negotiations to ensure sustained funding for refugee response activities in refugee response
2. Responsible for day to day engagement with UNICEF Field offices, OPM and other NGOs on all aspects of UNICEF activity implementation to ensure interventions are aligned to the CRRF, and other GOU policies
3. Ensure WV is represented in all sector coordination meetings relevant to the World Vision areas of work with UNICEF and ensure feedback from sector working group meetings and Inter-agency coordination meetings directly feeds into World Vision work among the refugees and host communities
4. Establish strong and reliable networks with OPM, UN and all NGOs responding to refugee needs in the WNRR to ensure integration of implementation at all levels.
5. Coordinate with INGOs, Districts and the UN through inter-agency meetings and bilateral discussions on all matters related to the UNICEF project to ensure project interventions are informed by existing gaps across all the districts for increased impact.
6. Ensure timely response to SO questions and requests in regard to ongoing projects

Qualifications: Education/Knowledge/Technical Skills and Experience.
1. Degree in Social sciences, Development Studies, Gender Studies or related field.
2. Master’s Degree in any field will be an added advantage
3. Technical skills: Strong Research / advocacy and understanding of protection, education and WASH related needs of children in Refugee and Host communities, experience in project planning and management, strong understanding of child protection systems, case management, community-based child protection, psychosocial care and support, are added advantage.
4. Self-motivated with excellent leadership and time management skills
5. At least 8 years’ experience in Emergency/humanitarian work managing UN or government grants, experience working with ING
6. Experience in working with or managing partnership / consortium
7. Ability to engage with key stakeholders at high level
8. Experience in Monitoring & Evaluation.
9. Track record of success in grant fundraising, including donor relations and proposal writing.
