JOB DETAILS:
Planning for Tomorrow (P4T) is a volunteer-based, non-profit organization started by refugee youths in November 2007 in Kyangwali refugee settlement, Kikuube district, Uganda. It was legally registered in 2013 with Registration number CD/WG/0199/13 and Incorporated with URSB Registration No: 8002002652537 and registered in Norway with Registration No: 926 924 826. P4T works in four thematic areas of Education, Health, Livelihood, and Community Service and Protection. P4T’s mission is to empower communities to be healthy and self-reliant through provision of knowledge and skills. P4T is located in Kasonga Centre, kyangwali Refugee settlement in Kikuube District Uganda.

Position Details
Title: Programmes Director
Location (Country & Base): Uganda, Kyangwali
Direct Line Manager: Executive Director

Job Summary
Reporting to the Executive Director, the programmes director leads the strategic direction and development of the organization’s key programme themes in Education, Health, Livelihoods, and Protection and Community Service programmes The Programmes director will ensure (or lead) the implementation of a quality assurance system within P4T’s Programmes including monitoring and evaluation. S/he will lead the development of the national programme development strategy, related budgets and action plans. He/she will lead and supervise Programmes Department staff members. S/he will be responsible for sourcing knowledge sharing and learning within and outside P4T Uganda.

Key Duties and Responsibilities:
Development and implementation of Programme Strategy
• Lead and Co-ordinate the development of the P4T Uganda Program Strategy and Priorities in alignment with P4T legal frameworks, National Development Plans and sustainable Development goals (SDGs)
• Set annual targets for the programme strategy
• Dissemination of the Programme strategy among all key stakeholders
• Monitoring and evaluation of the programme strategy

Fundraising and partnership development
• Coordinate the development of partnerships
• Source for strategic partnerships
• Source for funding opportunities for the programme strategic areas
• Develop and/or review concept notes and proposals

Human Resource Development – Supervise, motivate, and appraise Staff
• Initiate and support recruitment of programme staff
• Provide technical support to the Board of Directors
• Conduct bi-annual and annual appraisals for direct supervisees
• Conduct weekly departmental meetings
• Ensure that succession planning is an integral part of each team member
• Organize and link team member to ongoing programme trainings

Coordination of the Planning process
• Coordinate the annual planning process for the organization
• Disseminate the annual plan to all stakeholders
• Select the objective leaders for each thematic area of annual plan
• Coordinate joint review of the annual plan the at strategic level
• Submit the annual plan for approval to the Board of Directors

Financial management, administration, authorization and approval of expenditures
• Coordinate the programme budget for the organization
• Review and approve programme related budgets
• Monitoring programme unit and projects budgets and financial reports
• Provide technical support to programme audits
• Review and monitor implementation of program audit recommendations

Quality assurance, Monitoring, evaluation
• Implement quality standards within P4T’s Programmes as described in manuals, policies and concepts.
• Develop the P4T annual report
• Review and provide feedback on quarterly location and donor reports Safeguarding
• Mainstream safeguarding in all programmes at P4T
• Ensuring that key stakeholders are made aware of safeguarding measures and are supported in implementing them
• Ensuring that safeguarding is integrated in all management processes including recruitment, performance management, team meetings, annual planning process, field level monitoring, etc.
• Creating and maintaining a managerial and operational environment where the Safeguarding Policy is effectively implemented.

Qualifications, Skills and Experience:
• The applicant must hold a Bachelor’s degree in Arts, Humanities, Anthropology, Social work and Social Administrations, Development Studies, Public health or an equivalent. A master’s degree is an added advantage
• At least three to five years of professional experience working with NGOs, InterGovernmental organization or Governments.
• Experience in networking and coordination, planning and implementing campaigns and events that drive influence and stakeholder engagement.
• Ensuring that key stakeholders are made aware of safeguarding measures and are supported in implementing them
• Ability to communicate orally and in writing with a variety of audiences, including community advocates, members of the public and local leaders.
• Excellent planning, management and coordination skills with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
• Excellent representation and interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
• Understanding of UN and donor operations at country and regional level.
• Demonstrable leadership within a networked environment.
• Superior communication and writing skills with the ability to translate complex issues into a level appropriate for the general population and policy makers.
• Strong analytical, negotiation and problem-solving skills.
• Partnership building and management.
• Skilled in the use of computer software.
• Skills in working with children and facilitating child participation is desired.
