JOB DETAILS:
Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. With 2,000 staff, Enabel manages about 170 projects in twenty countries, in Belgium, Africa and the Middle East.

Background
Enabel in Uganda will be implementing a new Country portfolio 2023-2027, with funding from the Government of Belgium and the European Union. The new portfolio targets Rwenzori/Albertine, West Nile, Busoga and Central regions. The overall objective is that “Young people and women in Uganda develop into active, economically independent citizens in a sustainable society that respects human rights and ensures quality basic services’’. This will be achieved through two pillars.
The first pillar focuses on providing young people, and especially young women, with the right vocational skills and genuine opportunities to generate an income and contribute to the economy through sustainable, decent work.
Pillar two aims to ensure that the rights to safe and quality education and healthcare are more transparently ensured especially for the most in-need populations such as children, women, girls, as well as refugees and host communities. This pillar is divided into three projects namely:
• Education (WeLearn),
• Health (WeCare) and
• Nursing training (WeTrain4Health).

The WeLearn project will support the lower secondary education through ensuring that households, communities and adolescents are aware of, demand access to, have equitable access to and complete a quality, inclusive lower secondary education. Secondly, the project will look into option to reduce the cost of education and increase the financial capacity of schools. Further, local education officials, school leaders and teachers will be supported to be able to provide an increased range of quality education services and resources, more equitable and inclusive learning environments, and higher quality, more relevant teaching and instruction for secondary students. To achieve this, the intervention intends to provide holistic support to secondary schools through creating a safe and gender-sensitive learning environment, provision of equipment, improving the skills of teachers through continuous professional development (CPD). Lastly, the intervention will strengthen local government and governing structures to promote more participatory and accountable education management and leadership, that is inclusive of socially excluded groups including girls, refugees, and people living with disabilities.

The EU-financed WeTeach project is part of the G4DU initiative and will particularly focus on the professional development activities for teachers and head teachers as well as on strengthening the capacities of the district education services in West-Nile and Acholi subregion.
The WeLearn and WeTeach programme share the vision and results framework, but are implemented in different geographical areas.
Within this this context, Enabel is seeking to recruit a Project Manager with expertise in Education.

Job description
Joining Enabel as a Project Manager for the WeLearn and WeTeach projects, you will be directly reporting to the Portfolio Manager and you will oversee the team linked to your project.

Responsibilities:
- You work at Enabel as the Project Manager;
- You are responsible for the good execution of the project (content, planning, budget, quality);
- You coordinate the realisation of the activities with a view of achieving the project objectives;
- You support the persons indicated to lead the change process;
- You contribute to capacity development of partner organisations;
- You coordinate the learning process on how an intervention contributes to the development of the sector;
- You lead the team placed under your hierarchical responsibility;
- You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Required qualifications
• Master’s degree in Education Management, Adult Education, Public Administration, Human Resource Management or other relevant field related to the area of expertise.

Required experience
• Minimum 5 years of relevant experience in steering international development projects;
• Minimum 5 years of relevant experience in education based projects;
• An experience as team manager;
• Experience in several projects is an asset.

Required skills and knowledge
• In-depth knowledge of project management methodologies;
• Thorough knowledge in the specific areas of equal learning opportunities, teaching and learning strategies, capacity building and mentorship;
• Proven experience in gender mainstreaming/girls’education/gender equality programming
• Knowledge of school policy development, CPD delivery modalities, school-based income generating projects, as well as safe and learning environment frameworks;
• Monitoring and evaluation competences;
• You are result oriented;
• You are fluent in spoken and written French or Dutch. Considering the working language of Uganda and the international environment in which you work, excellent knowledge of English is required.

We offer you

• You are employed by Enabel in the function of “Intervention Manager”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
• In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The various amounts vary in function of relevant recognised experience for the function and family composition.
