Mission Description

• To Support the QHSE Manager in the development, piloting, and implementation of HSE policies, procedures, and initiatives on AGL Uganda sites, while proactively promoting and strengthening QHSE awareness and safe work behavior among all employees daily.

• Coordinate the safe movement of materials, cargo, equipment, and all related on‑site operations, including activities involving suppliers, contractors, and service providers

• Develop and oversee lifting plans for all lifting operations in accordance with applicable LOLER/BS/ISO lifting standards, working closely with the competent lifting personnel to ensure safe, compliant, and well-coordinated lifting activities across all operational sites

• Inspect all lifting accessories to ensure that they meet the required AGL standards prior to lifting.

• Provide oversight and guidance to site supervisors, operators, and drivers to enforce adherence to QHSE operational standards and safe work practices.

• Conduct pre-operational and on-going activities risk assessments on new sites and design risk mitigation measures

• Monitor sub-contractors and ensure compliance to AGL Group HSE standards

• Ensure weekly inspections are carried out at all sites and a report made on the same

• Provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.

• Investigate the root cause QHSE complaints put forward by staff members, customers, clients, and contractors and log them into the near miss app or progress as well escalate report the results to the QHSE manager.

• Audit all work activities conducted under a Safe Work Permit to verify compliance with permit conditions, safety requirements, and approved control measures.

• Review and analyse all accidents and near‑miss incidents, identify root causes, recommend appropriate corrective and preventive actions, and submit detailed investigation reports to the QHSE Manager.

• Conduct the regular inspection of firefighting, safety and emergency response equipment including First Aid Kits as well as conduct quarterly drills to familiarize staff with site ERP procedures. Maintains records of such drills, providing recommendations for emergency response improvements.

• Conduct regular inspections of all firefighting, safety, and emergency response equipment and lead quarterly emergency drills to ensure staff are fully familiar with site Emergency Response Procedures.

• Ensure that new staff, operations employees, contractors, and site visitors receive HSE inductions.

• Ability to investigate all accidents using 5 -WHY analysis or Fish bone, document and send reports to the QHSE Manager.

• Prepare monthly progress reports to line manager incorporating QHSE KPI's

• Maintain Safety Bulletin Board onsite

Profile

• Bachelor of Science /Environmental science or its equivalent

• 5 years work experience in a similar or related position

• NEBOSH International General Certificate in Occupational Health & Safety

• Ability to provide detailed inspection reports including corrective and Preventive measures

• Qualification in implementation of EMS and OHSAS

• Other relevant Qualifications in HSE Practices

REQUIRED SKILLS

• Good knowledge of QHSE policies

• Excellent QHSSE Managerial Skills

• Excellent communication skills

• Analytical skills

• Computer skills (Word, Excel & PowerPoint)
