PROVISION OF HYBRID AND ELECTRIC VEHICLES (EV) FOR EACCP FIELD OPERATIONS IN UGANDA

EacA African Crude Oil Pipeline (EACCP) Ltd invites expressions of interest from eligible companies or organizations to express their interest in the Provision of Hybrid and Electric Vehicles (EV) for EACCP Field Operations in Uganda.

The EACCP Project involves the construction and operation of an underground oil storage facility to store crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabale, Homa District in Uganda to the Congolese port of Goma, Tanzania. The length of the pipeline is 1,642 km, of which 296 km will be in Uganda and 1,346 km in Tanzania. In Uganda, the pipeline will traverse ten (10) districts and six (6) regions, eight (8) regions comprising of Gulu, Giteso, Singida, Isingiro, Sironje, Senkwekwe, Doloane, Moroto and Tanga, 27 administrative district council, and 231 villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

EACCP Ltd invites Expressions of Interest from qualified and experienced individuals who have experience in the design, construction, operation, maintenance, and management of oil and gas facilities. The services include but are not limited to the following:

• Oil Storage: Construction, operation, and maintenance of oil storage facilities.

• Crude Oil Transportation: Construction, operation, and maintenance of pipelines and terminals.

• Electric Vehicle Charging Infrastructure: Construction, operation, and maintenance of charging stations.

• Energy Management: Design, implementation, and operation of energy management systems.

• Environmental Compliance: Ensuring compliance with environmental regulations.

MINIMUM REQUIREMENTS:

Companies or organizations wishing to participate in this tender must ensure that they meet the following minimum requirements:

1. Financial Capacity: At least US$2 million in working capital.

2. Experience: Proven track record in the oil and gas industry.

3. Technical Expertise: Experience in designing, constructing, and operating oil and gas facilities.

4. Regulatory Compliance: Compliance with all relevant laws and regulations.

5. Project Management: Ability to manage projects from inception to completion.

GENERAL REQUIREMENTS:

• Experience: At least five (5) years of experience in the oil and gas industry.

• Skills: Proficiency in English and Kiswahili.

• Credentials: Certified copies of passports and national identification cards.

• References: Provide references upon request.

OVERALL REQUIREMENTS:

• Proposed Scope: The scope of work includes the provision of hybrid and electric vehicles (EVs) for EACCP Field Operations.

• Budget: The budget shall be based on a cost-plus-fixed-fee basis.

• Timeline: The timeline shall be as follows:

  1. Initial Consultation: 30 days.

  2. Design and Procurement: 60 days.

  3. Construction: 90 days.

  4. Testing and Commissioning: 120 days.

  5. Operation and Maintenance: 180 days.

ELIGIBILITY CRITERIA:

• Age Limit: Not exceeding 65 years.

• Nationality: Ugandan citizens only.

• Experience: At least five (5) years of experience in the oil and gas industry.

• Skills: Proficiency in English and Kiswahili.

• Credentials: Certified copies of passports and national identification cards.

• References: Provide references upon request.
