EAST AFRICAN CRUDE OIL PIPELINE
IMPORTANT NOTICE:
This EO replaces and supersedes the previously 2025 abridged country-specific EOS (Ref: EQ/00000908 for Tanzania) and REQ/00000909 for Uganda). Due to technical revisions in the EACOP project execution strategy, the scope is now considerably more extensive. The scope of this EO includes all operations that are necessary to deliver services seamlessly across the entire Uganda-Tanzania EACOP pipeline corridor.

East African Crude Oil Pipeline (EACOP) LTD ("EACOP LTD") intends to implement and operate International/Local companies or qualified joint ventures to express their interest in the provision of gas supply and support services for the operations phase of the EACOP Project. The EACOP Project involves the construction and operation of a buried and cross-border 24 inches pipeline to transport crude oil from Lake Albert area in Uganda to the Eastern Coast of Tanzania for export to international markets. The pipeline will run from Kabale, Western District in Uganda to the Chegondozi terminal in Tanga, Tanzania. The length of the pipeline is 1,441 km, of which 209 km will be in Uganda and 1,242 km in Tanzania. In Uganda, the pipeline has 4 pumping stations and 2 pressure reduction stations along its length before terminating at a Marine Terminal at Tanga. Piping activities will be performed across the EACOP pipeline corridor and must ensure operational continuity from Uganda to Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP seeks to identify qualified piping service providers capable of:

Providing required piping products for the cross-border EACOP pipeline corridor.

Providing local technical support, refurbishment, maintenance and operational services in both Uganda and Tanzania.

The successful company must be capable of operating seamlessly across both countries.

Mandatory Cross-border Requirement:
Applicants MUST demonstrate either:

Legal registration and operational presence in both Uganda and Tanzania.

Legally binding joint venture with clearly defined country responsibilities.

Failure to demonstrate cross-border capability will result in disqualification.

SCOPE OF SERVICES
During the start-up and operations phase of the EACOP asset, piping operations are required to ensure pipeline integrity and flow assurance, including removal of wear deposits, removal of debris and foreign materials, removal of accumulated water, support cleaning and steady-state operations. Services are divided into two main components:

A. PIG PRODUCT SUPPLY (24-inch)
Supply of pigging equipment for use across the Uganda-Tanzania EACOP pipeline corridor, including:

Pig type required: Traditional (BOG) pigs and foam pigs.

BIBs: Pig must include replaceable components such as: polyurethane gaskets, seal discs, spacer discs, a bracket, a bumper nose, if function (where required), bushings and magnets.

Pigging poles: Supply of poles to facilitate pig launching and retrieval from boreholes.

Delivery ports: PS1 Kobale (Uganda) and MST Tanga (Tanzania).

The pig product supply is expected to be executed by the next company expressing interest.

B. PIGGING SUPPORT SERVICES
The service provider shall provide, in both Uganda and Tanzania, the following:

Accessories Procurement and Stock Management: Materials stock of pigging accessories to enable rapid replenishment.

Use of Pig Re-Evaluation: Collect and inspect used pigs following each run to determine wear, refurbishment and scrapping.

Refurbishment: Replace damaged components locally and return pigs to operational readiness.

REQUEST FOR EXPRESSION OF INTEREST:
PIG SUPPLY AND PROVISION OF SUPPORT SERVICES - UGANDA & TANZANIA (CROSS-BORDER) REFERENCE NO. REQ-00000908
Scrapping & Disposal: Dispose of irreplaceable pig in accordance with EACOP HSSE requirements.

Technical Support: Provide on-site technical support for: stack pig scenarios, abnormal pigging events, troubleshooting and diagnostics.

Training: Deliver onsite operational training, refresher training and technical advisory sessions.

MINIMUM REQUIREMENTS
Interested international/local companies or joint ventures expressing their interest must provide:

Brief description of experience, expertise and capacity to deliver the required scope of services.

Minimum five (5) years' proven experience in pig mouth/cutting and/or pigging support services.

Demonstrated experience on cross-border or logistical pipeline systems.

Evidence of similar projects undertaken in oil & gas operations.

Availability of qualified engineering and technical personnel.

Valid regulatory license in both countries, [if applicable].

Technical Qualification: Certificate of Incorporation and MRTA status, registration with EWUAA (local Supplier Service Provider [LSSP] database for evidence of applicant's ability to meet requirements, e.g., registration and valid tax clearance, compliance with local Contract Regulations [2017].

Uganda: Valid Business License, Certificate of Incorporation and Ownership documents, valid registration on the National Supplier Database [NSD] maintained by the Petroleum Authority of Uganda, Ugandan Revenue Authority registration and valid tax clearance, statement of compliance with the Petroleum Licensing Convention, Transmission and Maintenance Strategy [National Central Regulators, 2016].

For Joint Ventures [JV]: Signed JV agreement clearly defining scope and country responsibilities.

Financial capacity to deliver the services required including minimum of audited financial statements for the last three (3) years, bank reference letter demonstrating financial strength to support operational continuity.

Evidence of Quality Health, Safety and Environment [QHSE] Management system, organization and process in compliance with applicable local and industry standards for similar works.

Proof of anti-corruption, anti-bribery, human rights and compliance policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents, to procurement.step@acop.com (max. email size 20MB) or, for before 17:00 hours East African Time (EAT), on 27th March 2026 Email subject "shal.ben" .

Statement of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English.

NOTE: EACOP LTD will review and assess the documents provided by companies that have expressed interest, in accordance with its EOI, and conduct evaluations based on internal criteria to determine which companies, or local joint ventures can be included in the list of pre-qualified companies. Only the pre-qualified companies or local joint ventures will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a confirmed bidder. The offer tender process.
