East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies or organizations to operate their interest in undertaking the Electrical Minibus lease/ rentals Service for the East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabasia, Honra District in Uganda to the Chongqibani peninsula in Hong, Tanzania. The length of the pipeline is 1,443 km, of which 286 km will be in Uganda and 1,147 km in Tanzania.

EACOP requires the services of experienced and reputable companies or organizations to provide:

• One electricity operated minivan/minibus on an operating lease
  a rental basis.

• One electrically operated Service Utility Vehicle (SUV) on an operating lease
  a rental basis.

• Seating capacity at seven seats for SUV and minimum of twelve seats for the Mini Van/Minibus.
  Vehicles are required to draw with an option of not older than five years from manufacturing.

• Maintenance services (and records) for the vehicles (Preventive and periodic) including tyre replacement, maintenance, and management.

• Charging equipment installation and backup services.

MINIMUM REQUIREMENTS

Companies or Organizations expressing their interest are invited to document their request with:

• Proof of registration as a vehicle Dealer Leasing or vehicle rental Company

• Brief description of experience in vehicle leasing/rentals and vehicle maintenance services

• Brief description of experience, expertise, and capacity to deliver the required scope of services

• Details of similar projects or activities undertaken which provide evidence of qualified and available team, knowledge of pipeline systems, and track record data above listed experience.

• A list of branches and/or associates in Uganda

• Information pertaining to safety ratings equivalent to New Car Assessment Programme (EMCV Safety Rating)

• Information regarding availability of models currently in stock and planned inventory for the coming year

• Profile of key personnel to be involved in the provision of Services involving personal certifications as necessary and level of qualifications, and experience and capacity to deliver the required services in a major capital oil and gas project.

• Valid Business License

• Certificate of Registration or Incorporation and Ownership Details (attach copies).

• Proof of current registration with Uganda’s National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda.

• Compliance with the Petroleum (Refining, Conversion, Transmission, and Midstream Storage) (National content) Regulations, 2015 and Uganda Company definition.

• Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.

• Bank letter confirming financial capacity, including submission of audited financial accounts for the past three years.

• Evidence of a GHG Management system (of ISO 9001, ISO 45001, ISO 14001 or equivalent of term), organization, and process in compliance with applicable Local and Industry standards for similar work.

• Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents issued on email to procurement.us@eacop.com (max. email size 200kb) on or before 17:00 hours East African Time (EAT) on 9th December 2025.

Statements of EOI should be no more than twenty (20) pages long.

All Expression of Interests should be submitted in the English Language.

NOTE: EACOP LTD will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on interest criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by giving a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at it’s sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
