East African Crude Oil Pipeline (ExCOP) LTD invites suitably qualified, experienced and reputable companies, organizations or joint ventures to expand their interests in the Fabric Maintenance Services for East African Crude Oil Pipeline (ExCOP) Project.

The ExCOP project involves the construction and operation of a buried and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabanis, Holma District in Uganda to the Chorpjekani peninsula in Tanga, Tanzania. The length of the pipeline is 7,445 km, of which 256km will be in Uganda and 147 km in Tanzania. In Uganda the pipeline will traverse ten districts and in Tanzania, eight by eighteen comprising of Japan, Osaka, Sithayang, Indonesia, Singuba, Uganda, Maurya and Tanga, 27 administrative District councils, and 231 villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

In ExCOP, The Fabric Maintenance Contractor shall be responsible for the preservation, protection, and restoration of structural components, piping, equipment, and facility surfaces to ensure asset integrity, safety, and full compliance with Company requirements and applicable international standards.

The Contractor will be required to provide both general helpers and specialized resources necessary for fabric maintenance activities, including scaffolding, insulation, painting, coating, welding, surface and thermal protection systems. These services cover outdoor facilities, pipelines, and associated infrastructure. ExCOP invites qualified and experienced service providers to express their interest in providing Fabric Maintenance Services during the operational phase of the ExCOP Project in Uganda. Services required include, but not limited to:

• SPI (Scaffolding, Insulation, Painting)

• POS (Piping-Including Post pipes, Pilot-tunes, Gratting)

• Industrial Cleaning & Assistance to operations.

• Surface Preparation works (Hot Cleaning, small excavation)

• Grid structure (wall, floors, ceiling)

• Carpentry (bool, windows, doors, furniture)

MINIMUM REQUIREMENTS

Comparison of Organizational/local joint ventures expressing their interest are invited to submit documentation of their request within:

• Brief description of experience, expertise, and capacity to deliver the required scope of services.

• Proof of certified personnel/manpower qualified who will be responsible to perform the services.

• Valid Training License.

• Proof of registration with Uganda National Bureau of Standards (UNISF) including Beneficial Owners Particulars.

• Certificate of Incorporation and recent Uganda Registration Services Bureau (URISF) search (attack copy).

• Proof of registration with National Supplier database maintained by the Petroleum Authority of Uganda.

• Compliance with No Protection (Refining, Conversion, Transmission and Midstream Storage) (National Control) Regulations, 2016

• Proof of registration with Uganda Revenue Authority (NRA) and valid for Clearance Certificates.

• Audited financial accounts for the past three years.

• Evidence of Quality, Health, Safety, and Environment (QHSE) management system compliant with local and industry standards/certificates for ISO 45001:2018, ISO 14001:2015 and ISO 9001:2019

• Relevant registration/certification with HSE regulatory and certifying bodies (Workplace certificate from the OSH department)

• Proof of anti-corruption, Anti-bribery, Compliance and Human Rights policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an expression of interest (E01) as email, to settle with the above listed documents through an email to procurement.usg@excop.com. Statements of E01 should be no more than twenty (20) pages long.

All Expression of Interests should be submitted in the English Language.

NOTE: ExCOP LTD will review and assess the documents provided by companies, organizations or joint ventures that have expressed interest in accordance with this EDI, and conduct evaluations based on internal criteria to determine which companies, organizations or local Joint ventures are included in the list of pre-qualified companies, organizations or local Joint ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to bid as a continuation of the call for tender process. ExCOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local Joint venture and maintain its decision without having to give reasons to the company, organization or local Joint venture concerned.
