East African Circle Oil Profiles (ECCP) 1/D invites experienced and reputable companies to express their interest in the provision of waste management services to the ECOP Project.

The EACOP project involves the construction and operation of an underground grid cross-border pipeline to transport cracks off from Lake Albert area in Uganda at eastern coast of Tanzania for export to international markets. The pipeline will run from Sarabasi, Hainan District in Uganda to the Chongqinga peninsula in Kenya, Tanzania. The layout of the pipeline is 1.445km of which 295km with it is located on 1.147 km in Tanzania, and 1.455km of which 300km with it is located on 0.40 km in Tanzania, eight O1 regions comprised of Kagata, Ghati, Shinjima, Tabora, Singuba, Dobrina, Manyara and Tanga. Z2 administrative district councils, and 231 villages.

BREE D’EXEMPTION OF THE SCOPE OF THE SERVICES

During the proactive phase of the ECOP project, a number of waste streams that are prepared including hazardous and non-hazardous waste including dust and limited to scrap materials, packaging materials, plastic waste, use/waste, organic wastes, waste oil, natural domestic waste, steel tyres, used batteries, e-waste, medical waste, storage from the sewage treatment tanks, carbon waste, chemical containers, sewage chemicals, laboratory waste, and contaminated personal protective equipment.

ECCP requires the services of experienced and reputable Ugandan Companies to provide waste management services including waste collection, transportation, fire training, and disposal in accordance with the requirements of the national laws, waste regulation, international standards governing waste management.

ANNUAL REQUIREMENTS

Companies, organizations or local joint ventures expressing their interests are invited to document their request with:

Company Status; company Profile; including essentials structure and context details, solid trading license, certificates of incorporation, and ownership details (beneficial power particulars (NBS Form 1) and ownership set of directors (NBS Form 2)).

Evidence of a quality, health, safety and environmental management system, organization, and process in compliance with applicable local and industry standards.

Registration certificate with the Uganda Revenue Authority (URA) and valid current tax clearance certificate.

Proof of valid certificate by entering registration on to the National Uganda Database (ND) maintained by the petroleum authority of Uganda.

Statement of compliance with the petroleum authorities' convention, transmission and maintenance strategy (national content) regulations, and and Uganda economy definitions.

Anti-corruption anti-bribery, compliance and human rights policies.

Bank confirmation letter of financial capacity and audited financial accounts for the past three years.

Any joint venture/partnership arrangement (if applicable).

Demonstrating good understanding of waste management in the oil and gas industry.

Experience, performance and capacity in delivering tasks outlined above on a large scale, in compliance with national and international standards - International Finance Corporation (IFC) standards.
Mumulus® Waste Agriculture/performance of similar services within Uganda of internationally.
Key authority frames and experiences personnel in managing waste in accordance with the occupational safety and health act cap 220, the national environment (water management) regulations, 2020, the petroleum dioxide management regulations, 2019.

We are in vehicle monitoring system for waste transportation vehicles.
Loss of consumer vehicles should be registered by the National Environment Management Authority (NEA).
Established waste management facilities approved by NEMA in accordance with the International Environmental (waste management) regulations/IDA.
Amendable licenses and permits from relevant laboratory authorities (NEMA) for the purchase of the services in accordance with the national environment act cap 181 and applicable regulations.
Environmental, social, health and safety monitoring records of the waste management facilities in accordance with the national waste management regulations.

Listed annual environmental compliance audit report submitted to EUROPA based on statistical environmental health regulations, 2020. Applicable best available technologies and best environmental practices in the management of waste to prevent harm to human health and the environment in line with the environmental laws, regulations and environmental test practices.
Employee waste management functions provide in accordance with the health regulations.
Environmental management system to ensure compliance with the requirements of the national environment act cap 181, waste regulations, conditions in the license and any other applicable law. Certificate of approval of environmental and social impact assessment (SDA certificate) of the waste management facilities in accordance with the national environment act cap 181.

Companies or organizations that have the ability, capacity, and resources to provide the waste management services listed above should express their interest by averting (positive) with the documents stated in the above section through and emailing to procurement.tug@ecop.com, (fax: email sub-council) or or before 16:00 hours East African Time (EAT) on or before 29 December 2025. All Expression of Interests should be submitted to the English Language.

NOTE: EACOP COULD not always and assess the document provided by holders that have expressed interest in accordance with this EOI, and conduct substantive leased on internal criteria to determine which companies will be included in the Risk of pre-satisfied compliance. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (ADA), no function to hold as one ruling in the call to cause presence. EACOP to reserves the right if its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
