PROCUREMENT OF A SUPERVISING CONSULTANT FOR INSTITUTIONAL CLEAN COOKING SOLUTIONS UNDER THE EASP (PHASE I)
The Government of Uganda (Gou) received funding from the World Bank toward the cost of implementation of Electricity Access Scale-Up Project (EASP), and intends to apply part of the proceeds for Consulting Services. The Consulting Services (“the Services”) include Procurement of a Supervising Consultant for Institutional Clean Cooking Solutions under the EASP (Phase I).
Among the interventions, the EASP is supporting Gou’s efforts to scale up access to clean cooking for public institutions (Schools and Health facilities), with significant cooking requirements. The Ministry under the project has planned to support about 600 institutions by procuring contractors to supply and install the Technologies in a phased manner of the project.
In the bid to ensure sustainable support to the institutions, the Ministry is seeking the services of an independent and qualified Supervising Consultant to verify the dissemination, installation and performance of the technologies to the respective institutions.
The assignment will require the Consultant to assemble a team of key experts comprising of the following:

The total professional short-mouths required for the assignment is six (6) man-mouths.
The objectives of the assignment are to:
Review and understand the performance claims made by the respective contractors for the specified cooking technologies.
Assess the suitability and applicability of the chosen testing standards and methodologies for verifying the claimed performance parameters.
Monitor and advise on the installation and appropriateness of the selected technology for the institution. This will involve checking the dimensions as stated in drawings as well as matching the components of the cooking technology as specified in the bid.
Conduct independent testing of the cooking technologies, following the agreed-upon protocols and procedures.
Analyze the collected data and ensure it meets the required level of accuracy and completeness.
Prepare a comprehensive supervision report.

The Ministry of Energy and Mineral Development (MEMD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are:
General Experience of at least five (5) years professional experience working with Government / Non-Government agencies;
The firm should have cumulative experience of at least two years in conducting independent supervision activities, with at least two (02) assignments similar in scope and nature. (Atlas Documentation Evidence in form of contracts, completion certificates, reference letters or the equivalent);
Experience of working in sub-Saharan Africa.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers’ July 2015 revised November 2017, July 2018, November 2020, September 2023 and September 2025, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a Joint Venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method as set out in the Procurement Regulations.
