CONSULTANCY SERVICES FOR DESIGN AND DELIVERY OF THE UGANDA BIOGAS AND ELECTRIC COOKING PROJECT (UBEP) – ECOOKING SUBSIDY
The Government of Uganda (GoU) has received funding from the African Development Bank towards the cost of the implementation of the Uganda Biogas and Electric Cooking Project (UBEP), and intends to apply part of the proceeds for consulting services.
The consultancy service will support the implementation of the Targeted Subsidy Program for electric cooking appliances under the Uganda Biogas and Electric Cooking Project (UBEP). The subsidy program aims to accelerate the adoption of clean cooking technologies by supporting the deployment of up to 77,000 energy-efficient electric cooking (eCooking) appliances across major urban centers in Uganda. This will be achieved through targeted subsidies that reduce retail prices by up to 15%, thereby improving affordability and enabling more households to transition from traditional biomass fuels to cleaner, energy-efficient cooking solutions. In addition, the subsidy will generate practical evidence and lessons on how to design and implement a sustainable and effective subsidy policy in line with national goals.
The firm will play a critical role in ensuring the program’s effectiveness, transparency, and sustainability by bringing it into the critical eye in its first phase of the project. The firm will also ensure that the program is designed to address the specific needs of the target population, including those living in rural areas, as well as those who are most vulnerable to the impacts of climate change. The firm will work closely with the government, civil society organizations, and other stakeholders to ensure that the program is implemented effectively and sustainably.
The tender documents have been prepared in accordance with the requirements of the Public Procurement Act, 2005. The tender documents include detailed specifications for the products and services to be procured, as well as the terms and conditions governing the procurement process. Interested bidders are encouraged to submit their proposals in writing, along with the necessary documentation, prior to the deadline for submission of bids.

RBF or similar performance-based financing programs, ideally within the energy or clean cooking sector.
Demonstrated experience in the clean cooking and/or renewable energy sectors, with a preference for projects in sub-Saharan Africa or similar contexts. Experience in established and in particular Ugandan utilities and/or gas companies is preferred.
Expertise in the design, structuring, stakeholder engagement, and monitoring and evaluation of RBF programs. Expertise in the design and implementation of RBF programs, market assessments, and impact evaluations is required.
Policy and Regulatory Expertise: Experience in aligning clean cooking initiatives with national policies and regulations.
Experience in the design and execution of successful biogas and/or fuel switching pilot initiatives (e.g., tax exemptions, reduced input duties).

Exclusivity
The appointment of the firm and the acceptance of such appointment will constitute an engagement of the firm to provide the Beneficiary with the services referred to in the Scope of Works on an exclusive basis.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners must be jointly listed as being solely responsible for the entire contract, if selected.
