HSE / Road Safety & Transport Coordinator

Key Responsibilities

HSE & Road Safety

  • Act as an assistant to the Road Safety Coordinator (RSC) and coordinate compliance with road safety and land transportation standards across the Company and contractors.
  • Coordinate with relevant focal points and contractor-appointed RSCs to implement Road Safety Commitments and Objectives.
  • Coordinate internal and external road safety audits, including scheduling, action tracking, and follow-up.

Vehicle & Driver Safety Management

  • Maintain and distribute vehicle and driving-related REX (Return of Experience) and safety alerts to relevant stakeholders.
  • Distribute vehicle and driving policies, standards, procedures, campaigns, risk assessments, REX, and other applicable documentation to respective focal points.
  • Consolidate driver competency profiles and maintain a comprehensive driver competency database.
  • Follow up and consolidate Company and contractor driver training programmes and identify driver training needs.
  • Communicate applicable driver safety standards and requirements to relevant focal points.
  • Maintain a comprehensive database of all drivers, including:
    • Valid driving licences
    • Defensive driving training
    • Medical fitness certifications
    • Rewards
    • Sanctions
    • Other mandatory driver requirements

Driver Performance & Compliance

  • Consolidate implementation of the Driver Rewards and Sanctions Policy and prepare regular dashboards.
  • Coordinate and consolidate the implementation of alcohol and drug spot checks for Company and contractor drivers.
  • Coordinate implementation of the Company's driver fatigue management procedure.
  • Monitor compliance with defined working hours and driver recuperation periods.
  • Maintain records of driver timesheets and coordinate fatigue-management audits.

Road Safety Awareness & Community Engagement

  • Schedule road safety awareness programmes with contractors and ensure programmes are appropriate for the target audience, particularly drivers.
  • Consolidate road safety initiatives proposed by contractors and ensure alignment with the Community Road Safety Strategy, identified needs, and communication strategy.
  • Consolidate reports and activities implemented by the Community Road Safety contractor.

Incident, Audit & Reporting

  • Consolidate and follow up on all vehicle and driving-related HSE events involving the Company and contractors.
  • Track and follow up on actions arising from anomalies, incidents, accidents, and audits.
  • Coordinate Company participation in quarterly Road Safety meetings and prepare meeting reports.
  • Maintain accurate records and provide regular reports on road safety, driver compliance, training, incidents, and vehicle-related HSE activities.

Education, Training, Skills & Experience

Qualification

  • Bachelor's Degree in a relevant discipline.

Experience

  • Minimum 3 years' experience in Transport and Logistics operations, particularly vehicle and driving operations.
  • Experience with data acquisition systems and situational intelligence is highly desirable.
  • In-depth knowledge of in-vehicle management systems, onboard computers, and vehicle tracking systems.
  • Previous field experience in Oil & Gas logistics and operations is an advantage.
  • Experience in database management, data analysis, and reporting.

Technical Knowledge

  • Excellent understanding of international, regional, and Ugandan road safety requirements and regulations.
  • Knowledge of road safety legislation, East African Community traffic regulations, and Uganda traffic regulations.
  • Knowledge and experience in Journey Management Plan (JMP) procedures.
  • Strong proficiency in Microsoft Excel, Word, Access, and Project.

  • Act as assistant to the RSC and coordinate the compliance of the road safety and land transportation standards for all contractors and the Company.
  • Coordinate with respective focal points, and contractor nominated RSC for the implementation of the Road Safety Commitments and Objectives.
  • Coordinate all internal and external audits this includes scheduling and follow-up on actions.
  • Custodian of all vehicles and driving REX and safety Alerts and ensure they are dispatched to all relevant stakeholders.
  • Dispatch the vehicles and driving policies, standards, procedures, campaigns, risk assessments, REX, and other applicable documentation to respective focal points.
  • Consolidate the drivers' competencies profiling and generate a comprehensive driver competencies database.
  • Follow up and consolidate the company’s and contractor driver training programs and driver training needs and communicate the applicable standards to the respective focal points.
  • Consolidate a comprehensive database for all drivers including all driver requirements i.e. driving license, defensive driving training, medical fitness certifications, rewards, and sanctions.
  • Consolidate the implementation of the driver's reward and sanctions policy and issue a consolidated dashboard.
  • Consolidate the implementation of the Alcohol and Drugs spot checks on all contractor and Company drivers
  • Coordinate the company drivers' fatigue management procedure by ensuring the drivers are compliant with the defined working hours and closely follow up on the associated driver's recuperation periods by having records of associated drivers' timesheets and coordinate audits on the fatigue management.
  • Schedule the road safety awareness programs with respective contractors and ensure the road safety program suits the target audience of drivers.
  • Consolidate the road safety initiatives proposed by Company contractors to ensure they align with the Community Road Safety strategy, needs, and communication strategy to ensure efficiency.
  • Consolidate and follow up on all the Company and contractors' vehicles and driving HSE events
  • Consolidate the follow-up on all actions arising from anomalies, incidents, accidents, and audits.
  • Coordinate the participation of company Quarterly Road Safety meetings and provide meeting reports.
  • Consolidate the reports and activities implemented by the Community Road Safety contractor.
