Proposal Objective:
SI is preparing to put together a proposal response for an anticipated multi-year activity funded through USAID/Uganda. The USAID Learning Activity 2 (ULA 2) will support USAID/Uganda and its implementing partners to improve the impact and sustainability of USAID-supported contributions to Uganda’s development through MEL service delivery, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA). Expected release date of the proposal is summer 2023, with an anticipated award date of fall 2024.


Position Description:
Social Impact is seeking a Senior Learning, Partnerships, and Collaboration Director to serve as the leader and overall director of research, collaboration, learning and adapting activities for the contract.
This is a full-time position for the duration of the project, and will be based in Kampala, Uganda, contingent upon contract award.

Responsibilities:
1. Serve as leader and director of all Collaboration, Learning, and Adaptation (CLA) services and activities on the contract.
2. Lead and guide on external and internal collaboration strategies with implementing partners, USAID, and other partnership opportunities, including the private sector.
3. Serve as a facilitator or co-facilitator of high-level discussions among USAID staff and partners regarding learning and adaptive management.
4. Serve as an expert in organizational change management and will be charged with working closely with and coaching USAID staff so that CLA leadership is fully assumed by mission staff by the end of the contract.
5. Supervise and manage the work of capacity development, organizational development, and learning specialists.



Qualifications:

a. Minimum of a Master’s degree in a relevant field, such as international development, international affairs, monitoring and evaluation, social sciences, economics, governance, health, environment, education, organizational management, or communications.
b. At least 10 years of experience including but not limited to:
i. Facilitation and training in both large, formal settings and strong interpersonal skills for informal coaching and mentoring settings.
ii. Strong knowledge and experience in organizational change management.
iii. The design and implementation of various learning and adaptive management approaches.
iv. Overseeing or implementing effective communications of M&E findings and recommendations.
v. Implementing and/or facilitating use of innovative approaches for learning best practices and state-of-the art in design, methodologies and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management
c. Excellent written, oral, presentation, facilitation, coaching and mentoring skills.
d. Excellent demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.
e. Previous experience supporting USAID Missions or USAID Implementing Partners in a similar capacity highly preferred.
f. Demonstrated knowledge of USAID CLA framework, Evaluation Policy, and other initiatives highly preferred.
g. Fluency in spoken and written English is required.
h. A commitment to valuing diversity and contributing to an inclusive work and learning environment.
