About the Role
Earths Work LLC seeks an experienced Senior Procurement & Contracts Manager to lead the procurement function for EACC’s national carbon program under its exclusive agreement with the Government of Uganda. The role is pivotal in supporting project development across nature-based and renewable energy solutions, ensuring the transparent, cost-effective, and compliant procurement of goods, works, and consulting services and effect contracts management.
Key Responsibilities
- Lead market sounding, bid solicitation, evaluation, contracting, and vendor onboarding.
- Ensure procurement procedures comply with Uganda’s PPDA rules, EACC’s internal controls, and international donor (e.g., GCF, World Bank) requirements where applicable.
- Draft and manage contracts for suppliers, consultants, and service providers; ensure alignment with PDA obligations and benefit-sharing arrangements.
- Maintain a digital and physical archive of all procurement documentation required for audits, project reporting, and government oversight.
- Track contract milestones and delivery obligations.
- Identify and mitigate procurement risks.
- Maintain strict anti-corruption and compliance protocols throughout the procurement process.
- Prepare and maintain documentation required to fulfill all procurement and contract-related obligations under the PDA with the Government of Uganda, including, tender records, contract award justifications, financial commitments, implementation progress reports.
- Support project proponents and the Program Office in compiling procurement and contracting evidence as required by the Climate Change Mechanisms Regulations (2025 No. 9), including: input into feasibility study documentation, procurement evidence for inclusion in Project Design Documents (PDDs), validation and verification submissions, benefit-sharing plan support materials, compliance documentation for LoNO, approval, and CACs.
Required Expertise & Qualifications
- 10+ years of experience, with at least 5 years in a senior or strategic procurement role.
- Experience managing procurement for government, donor-funded, or infrastructure/climate-related projects is preferrable.
Education & Certifications
- Bachelor’s degree in Procurement, Supply Chain Management or a related field.
- Professional certification such as CPSM, PMP with procurement module CIPS (Level 5)
- Master’s degree is an advantage.
Required Competencies
- Demonstrated ability to manage high-stakes procurement activities across multiple project sites.
- Excellent contract drafting, vendor negotiation, and legal documentation skills.
- Proficient in procurement software and digital archiving tools.
- High ethical standards and a commitment to transparency and sustainability.
