JOB DETAILS:
Activities
• To adopt and to demonstrate an exemplary behavior with regard to Company "Code of Conduct" and HSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSE training requirements for the position.
• To coordinate the Package Quality Surveillance activities. To ensure that Contractor Quality activities are planned and performed in accordance with Project requirements and Criticality Assessment/Surveillance Plan.
• To define and develop a Package Surveillance program covering Contractors and Suppliers in coordination with concerned Package Managers, Project Quality Manager, Construction Manager and Engineering Manager.
• To define and develop the Packages Surveillance Plans and the associated organization and means. To assist the Package Manager in anticipating and planning of Surveillance resources and availability of necessary inspection/surveillance tools for performance of Package surveillance activities.
• To populate (with ITP information and updates) the digital tool selected by the project for the follow up and management of the inspection activities.
• To coordinate the activities of Package Quality surveillance and of the Construction QC Leaders. To monitor the performance of QC activities by Contractors, Suppliers and Vendors.
• To prepare the Surveillance services orders (using the digital tool) and to manage the inspection services contract for the package. To valid and sign then the related services time sheets.
• To review Contractor's PO's to verify that QA/QC contractual requirements are satisfactory considered.
• To participate when needed to KOM and PIM with subcontractors and vendors, and to specifically remind the Contractual commitments and Company expectations with regards to Quality.
• To review and approve the Contractor's Quality Control plans and Inspection and Test Plans. To verify that Contractor QC program is in line with the Company expectations and requirements. To ensure that surveillance activities are planned in accordance with said procedures/plans and that Contactor QC surveillance/inspection is planned as agreed. To ensure that 3rd party surveillance activities are satisfactory considered. To Mark up Inspection and Test plans with Company surveillance points, with specific focus on Hold points.
• To review and approve the other Quality related documents issued by the Contractors and Suppliers and to raise the necessary comments.
• To give advice to Contractors', Subcontractors' and Suppliers' on QA / QC activities for whole coherence and adequacy (format, document control and enforcement) to Quality Specifications and usual/satisfactory practices.
• To witness the Quality Audits performed by the Contractor on their Suppliers. To participate in Contractor investigations of significant Quality failures or other work deficiencies.
• To review inspection reports and other quality records and deliverables issued by Contractor on completed works and activities. To sign when needed Quality records on behalf of COMPANY.
• To ensure that Material traceability requirements are properly implemented.
• To use visits to worksites to liaise with resident project personnel, and to review any QC problems or reported difficulties.
• To analyze and resolve issues and problems highlighted during the quality surveillance/ QC activities. To follow and expedite the remedial actions from Finding and observations during the Quality Audits or other Quality surveillance/QC activities.
• To interface with Third Party Authority for Contractor/Supplier assessment of conformity. To ensure that certification requirements are fully implemented
• To participate to regular Quality reviews and meetings with Contractor. To review quality KPI'S, improvement efforts, quality issues/failures, NCR trends, etc ...
• To monitor and review the regular reporting issued by the Construction QC Leaders, to ensure adequate and timely reporting to Package management and Quality Manager.
• To populate the Surveillance reporting system enabling reactivity in the management of Surveillance issues.
• To raise weekly & monthly status reports to Packages Managers and Project Quality Manager on quality activities. To maintain and monitor the Package Quality indicators (KPI's).
• To ensure confidentiality of all the documentation issued under his area of responsibility.

Context and environment

• A Green Field Project, the Tilenga development is to be carried out in a remote location in UGANDA near Albert lake with particularly sensitive environmental conditions. A challenging onshore project; heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.

Accountabilities
• The service provider is responsible, within the Project Surface perimeter, for coordinating the Quality Surveillance activities.

The service provider ensures that:

• Project and Package Quality Surveillance procedures and plans are duly implemented by the Company’s project team;
• The EPC Contractor follow the contractual requirements related to the Quality Control and Quality Surveillance and in particular the requirements included in the Exhibit H of the contract.;
• The EPC Contractor cascades the QC and QS requirements to its suppliers and vendors. The service provider will supervise the day to day activities of Contractor and witness the supervisors/inspectors activities during the Engineering, Procurement, Construction and Installation works carried out by contractor or subcontractors. The service provider shall monitor, instruct, correct and report the working practices of Contractor as necessary. The job provider shall also liaise actively with the Surface Manager, the Engineering Manager, the Package Managers, and with the Project Quality Manager. The service provider reports to the Packages Managers, highlighting concerns encountered during the performance of his duties. The service provider is also accountable for demonstrating an exemplary behavior with regard to HSE rules & requirements and for implementing HSE rules within his area of responsibility.

Qualifications/Experience required The Service Provider must have the following qualifications:
• Engineer or equivalent
• English mandatory 10 years in the oil and gas industry, at least 5 years post qualification experience in QC/Inspection within Oil & Gas Industry with relevant Project experience.
