Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project is a multi-billiondollar USAID-funded project. The project is the primary vehicle through which USAID procures lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, HIV, reproductive health, maternal and child health and Zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities. GHSC-PSM seeks to recruit a full-time Technical Director – Systems Support to be stationed in Kampala and reporting directly to the Country Director.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and Operational Support
• Global and local collaboration to improve availability of health commodities

Purpose
Within GHSC-PSM, the Technical Director: Systems Support is responsible for implementing technical activities outlined in the project-approved work plan .in Uganda. S/he manages a team to ensure sustained improvements in all functional areas of the supply chain management system in Uganda, including eLMIS, ERP, subnational commodity surveillance, warehousing and distribution.

Principal Duties and Responsibilities
• Work closely with the Country Director to develop a plan for GHSC-PSM support towards strengthening the health commodities supply chain system. S/he will oversee and coordinate the implementation of the plan through a team of technical Advisors Manage relationships and oversee contractual performance of all technical vendor and warehousing and distribution provider related to the project- supported supply chain
• Oversee management of the project – supported supply chain for health commodities to increase availability and access to life saving health commodities, ensuring proper storage, quality assurance, and their timely distribution to avert or eliminate stock-outs and reduce inefficiencies • Monitor facility-level commodity orders via approved digital systems, ensuring accountability for USG-funded deliveries, enabling redistribution to prevent stockouts, and supporting planning, budgeting, and ordering at health facilities
• Provide expert support for the NMS’s ERP system for managing health commodity logistics
• Strengthen central level warehousing and distribution planning capacity of central and regional levels to supervise lower-level supply chain through regular supervision visits to lower levels, annual peer review meetings among supply chain actors, and regular reports to be shared with relevant stakeholders
• Support the warehouses (JMS and NMS in analyzing efficiency and effectiveness of their operations Work with warehouses to plan and implement process improvements to reduce cost and decreases delivery time along the supply chain
• Train, mentor, and manage the performance of assigned logistics, procurement, and systems strengthening staff
• Provide oversight for conducting assessments as necessary to understand storage capacity requirements at various levels in the supply chain
• Provide oversight of supply chain data analytics, data monitoring and commodity surveillance at subnational levels
• Provide the necessary oversight and technical guidance required to develop and implement modalities for tracking availability and movement of program commodities in and out of the Joint Medical Stores (JMS), National Medical Store (NMS), and other warehouses as required by program implementation (especially eLMIS and ERP systems)
• Supervise systems support project personnel, including subnational support team members
• Exhibit Chemonics values and build a culture of “living our values” within the team
• Other duties as assigned by supervisor

Qualifications
• Master’s degree in public health, supply chain management, or a related field required
• Seven to ten (7-10) years of experience managing large scale supply chain projects supporting demand planning, direct delivery, and /or community distribution activities
• Experience with eLMIS and/or ERP systems preferred
• Demonstrated strong skills in procurement /subcontracting, M&E systems, compliance, and financial management
• Experience in supply chain management with a focus on supply chain data analysis
• Experience managing and implementing complex USG-funded public health programs or projects in a developing country context.
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Experience successfully managing teams and ensuring the quality and timeliness of their products
• Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
• Demonstrated ability to communicate clearly and concisely both orally and in writing.
• Demonstrated leadership, versatility, and integrity
• Strong verbal and written communication skills in English.

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

Supervision
The Technical Director will report to the Country Director or his/her designee.
