Description

Vivo Energy is hiring an HSSEQ Manager accountable for leading and governing HSSEQ across the OU, ensuring HSSEQ risks are effectively identified, managed and standards are consistently applied in line with Vivo Energy and international standards to enable safe, compliant, and sustainable business performance across all Classes of Business.

Dimensions:

  • Accountable for country-level leadership and governance of Health, Safety, Security, Environment, and Quality (HSSEQ) across all Classes of Business at Vivo Energy Uganda, within a high-risk, contractor-intensive downstream operations environment
  • Serves as the designated HSSEQ authority for the Operating Unit (OU), accountable for the application of Vivo Energy guidelines and ISO standards across contractor-managed transport, distribution, and logistics operations
  • Exercises executive responsibility for HSSEQ risk management across OU activities, including high-risk operational and contractor interfaces, ensuring HSSEQ risks are identified, controlled, and managed to ALARP
  • Provides functional leadership and mentoring to HSSEQ professionals within the OU, including technical oversight and capability development of other HSSEQ critical positions within the different Classes of Business
  • Influences HSSEQ performance across the OU workforce and contractor population, with accountability for strengthening incident reporting culture and ensuring effective cascade of Lessons from Incidents to frontline and contractor personnel
  • Acts as a key HSSEQ advisor and partner to all Class of Business line managers, and members of the Country Leadership Team to support risk management across all COBs.
  • Influences HSSEQ-related investment and expenditure decisions across the OU in line with Vivo Energy guidelines.
  • Safeguards people, assets, environment, reputation, and license to operate by driving HSSEQ culture change, contractor safety performance, regulatory compliance, and disciplined execution of corrective and preventive actions.Principal Accountabilities
  • HSSEQ Leadership, Culture, and Governance
  • Lead the OU through an effective culture change to achieve HSSEQ excellence, build shared vision, motivate, coach and develop staff, and achieve results through team members
  • Provide visible leadership and governance for HSSEQ across the OU, positioning HSSEQ as a core business and risk management requirement
  • Champion Goal Zero by driving consistent HSSEQ behaviors, reinforcing accountability, and influencing leadership decisions across all Classes of Business
  • Act as a trusted HSSEQ advisor to the Class of Business (COB) leaders, and the Country Leadership Team
  • Lead OU HSSEQ team to develop, maintain and monitor implementation of Strategic HSSEQ Objectives for the OU, integrate Objectives from VIVO Energy’s CoBs, establish goals aligned with these objectives and provide support to the OU to achieve business success through HSSEQ excellence
  • Lead, coach, and develop HSSEQ professionals and focal points within the OU, building sustained functional capability and effective delivery of the OU HSSEQ Plan
  • Member of OU Leadership Team, responsible for driving and sustaining the HSSEQ culture to support effective risk management.
  • Engage regulators, government agencies, and external stakeholders as required, representing the OU with authority on HSSEQ matters and protecting the company’s license to operate

Risk Management and Competence Assurance

  • Establish and maintain clear organizational responsibilities for risk management in OU activities and become focal point for competence assurance for HSSE critical staff in the OU.
  • Contribute to risk studies and, in liaison with CoB HSSE Implementers, allocate responsibilities for maintaining controls to achieve ALARP
  • As custodian of the OU HSSEMS Framework, be responsible for its quality, implementation, performance monitoring and annual effectiveness reviews
  • Establish and maintain OU QHSSE legislative register, permits and status of regulatory compliance
  • Establish and maintain a robust HSSEQ risk management framework for the OU, ensuring HSSEQ-critical risks, activities, and positions are identified, owned, and controlled to ALARP
  • Ensure all HSSEQ Critical positions are trained and competent as per their respective competence frameworks.
  • Supervise security and access management controls within the OU, ensuring protection of people, assets, information, and operational integrity
  • Govern contractor HSSEQ compliance and performance in line with the Vivo Energy HSSE Contractor standards, ensuring clear expectations, effective supervision, and accountability across all classes of business

HSSEQ Management System and Standards

  • Act as custodian of the HSSEQ Management System, accountable for its integrity, effectiveness, performance monitoring, and continuous improvement in line with Vivo Energy guidelines and ISO 45001, ISO 9001, ISO 14001 and ISO 17025.
  • Lead the implementation of ISO 9001:2015, 14001:2015, 45001:2018, 17025:2017 requirements, and other related certifications within the company.
  • Be the custodian of HSSEQ critical business processes in the OU such as Incident Management, permit to work, management of change, incident management, document management, Training management, emergency management etc.
  • Ensure HSSEQ requirements are embedded into operational, contractor, and business processes across all Classes of Business
  • Lead assurance activities including audits, self-assessments, and management reviews, ensuring findings result in sustained improvement

Performance Management and Continuous Improvement

  • Establish, cascade, and monitor HSSEQ KPIs and targets aligned to OU and Vivo Energy objectives, consolidating inputs from Classes of Business and tracking delivery
  • Review OU HSSE performance on monthly basis, determine corrective action plans with line managers/HSSE Implementers and contribute to achievement of continuous improvement
  • Facilitate HSSE MS effectiveness review with the class of business heads and CLT.
  • Review HSSEQ performance trends, identify systemic weaknesses, and drive corrective and preventive actions with line management
  • Strengthen incident and near-miss reporting culture and ensure effective cascade of Lessons from Incidents to frontline employees and contractor workforces

Incident Management and Investigation

  • Lead and support HSSEQ investigations, analysis of incident trends, facilitate incident reviews together with the relevant COB Managers and stakeholders.
  • Ensure investigation learnings are effectively cascaded to the relevant stakeholders and translated into effective controls, system improvements across the OU
  • Provide HSSEQ leadership during incidents, working closely with both internal and relevant external stakeholders, and ensuring investigations identify the key root causes and systematic failures to ensure continuous improvement.

  • Job Knowledge, Skills & Experiences:
  • Bachelor’s degree in engineering, Occupational Health and Safety, or a related technical or scientific discipline
  • At least 8 years’ HSSEQ working experience, preferably having worked in oil and gas industry or , FMCGs and been involved in implementation of HSSEQ programs at a managerial level
  • Professional health and safety training from accredited health and safety bodies such as NEBOSH
  • Strong understanding of HSSEQ management systems, risk management frameworks, and critical control management in high-risk operational settings
  • In-depth knowledge of applicable HSSEQ legislation, regulatory requirements, and industry best practices relevant to downstream petroleum operations
