JOB ROLE/ PURPOSE:

Coordinate the execution of tax expenditure analysis by, identifying, estimating, monitoring and evaluating revenue losses due to tax policy provisions, and to support evidence-based decision-making and fiscal transparency within the Authority.

PRINCIPLE ACCOUNTABILITIES

1. Prepare Analytical Tax Expenditure reports to guide decision making

  • Oversee the preparation of the Annual Tax Expenditure report, indicating total revenue foregone across all tax heads
  • Oversee the preparation of bi-annual analytical reports on revenue foregone to guide decision making
  • Oversee the preparation of quarterly Analytical benefits reports indicating the taxes paid by Tax Expenditure beneficiaries
  • Conduct periodic research on various Tax incentives to ascertain their effect on fiscal policy and the economy at large

2. Monitor and Report on the performance of the Tax Expenditures to guide decision-making

  • Oversee the development of the key monitoring indicators to assess the performance of the Tax Expenditures
  • Oversee the development of the monitoring tools for quarterly field monitoring visits
  • Oversee quarterly monitoring visits of the Tax Expenditure beneficiaries to assess benefits at the national level

3. Manage the performance and development of staff under supervision

  • Plan and budget for resource requirements in the Unit and monitor usage to ensure efficiency
  • Develop and monitor a Unit work plan and develop performance agreements with all the staff under the supervision
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement.
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to staff under the supervision

PERSON SPECIFICATIONS

Essential Requirements

  • An Honors Bachelor’s Degree or its equivalency of a Master’s Degree in either; Mathematics, Quantitative Economics, Statistics, Economics, Monitoring and Evaluation from a recognized academic institution.
  • At least three (03) years’ experience in either Tax Policy Analysis, Tax Expenditure Analysis and Reporting, or Data Analytics in a reputable organization.
  • An impeccable record of integrity.

Desirable Requirements

  • Postgraduate qualification in either Economics, Statistics, Policy Analysis, Monitoring & Evaluation from a recognized academic institution.
  • Professional Certifications such as CTA, CPA, ACCA CIMA, CFA, CMA, PMP, PRINCE2 or CAPM
  • Training in either Tax Policy, Tax Analysis, or Applied Research Methods.
  • Proficiency in statistical and data management software (e.g., STATA, SPSS, R, Python, or advanced Excel)

Knowledge

  • Knowledge of applicable Tax Laws of Uganda and the East African Region
  • Familiarity with the Uganda Tax Expenditure Governance Framework and principles of fiscal transparency.
  • Understanding of strategic planning and performance management tools such as the Balanced Scorecard.
  • Awareness of practices in tax incentive monitoring and evaluation.
