Job Summary
To provide advice and support in operational management and to develop, maintain and enhance operational business relationships, through the execution of predefined objectives as per agreed SOPs. Overall job purpose
The role holder is responsible for the management of all out of order accounts within the Retail portfolio with the objective of putting in place strategies with the customer to bring their indebtedness back to order or recovering from defaulting debtors.
KEY ACCOUNTABIL-ITIES
Risk Management And Control - 40%
Outputs
• Monitor and control the out of order retail accounts and take appropriate action to normalize the position, within pre-determined policy rules and laid down strategies. The overall objective of the role is to ensure recovery action is taken at the earliest opportunity to avert loss through default
• Undertake the review of all monthly advances control reports, assessing the information therein and making recommendations regarding the strategy to be employed in ensuring that such out of order accounts are returned to order within the shortest possible time. This is likely to involve agreeing short term lending agreements.
• Contact customers whose accounts are out of order. This may take the form of written correspondence or normally this would be by direct telephone contact.
• Receive and authorize FOS authorization requests (agree short term borrowing requests)
• Own & maintain a diary system for:
• Quarterly account reviews
• Provision of financial information
• Perfection of security
• Fulfilment of conditions of offer
• EWL review
• Review and recommend classification , writing off , or outsourcing of a debt
• Send out notices and demand letters
• Adhere to service level agreements
General filing
Business Management – 30%
Output:
• Monitor and manage workflow within the Retail Credit Collections, Monitoring & Control and Recoveries Team.
• Compilation of various returns, as required, through the assimilation of information available within the Retail Credit team
• Responsible for devising collections and recoveries strategies for implementation within the Collections, Monitoring & Control and Recoveries team
• Input into new/amended lending policies or products within the business
Stakeholder Management – 25%
• Liaison with 3rd parties (i.e. debt collection agencies) regarding policies and strategies for the recovery of out of order accounts.
• First point of contact for customer complaints.

Technical Experience And Capability
• Basic IT/Systems knowledge
• Basic cash management and accounting knowledge

Experience

Job Description
Reporting directly to the Health Manager, you will strengthen the MEAL efforts, approaches, and systems to foster learning and accountability for our clients; support IRC’s global and measurement ambitions of Strategy 100 and the Country Strategic Action Plan. You will oversee the MEAL functions of the health program in Kiryandongo District. Under the guidance and supervision of the health manager, the Senior MEAL Officer will be responsible design and implementation of MEAL activities and ensure effective monitoring of program inputs, processes, outputs, and program outcomes. S/he will ensure that quality data is obtained from the program facilities, VHTs as well as program staff when performing activities aimed increasing access, coverage and quality of primary health care, public health reproductive health, and nutrition services in Kiryandongo refugee settlement.
You will supervise the data collection, quality assurance, analysis, and data interpretation on which to base program decisions. You will compile a monthly HIS data reports and assists in the quarterly and annual reports for donor reporting and management decision making; Prepares quality presentations for the review program meetings while providing data trends to inform program decisions. You will work closely with the district bios-tactician to build capacity of health facility staff in data management while ensuring timely, accurate and high-quality collection to feed into the HMIS and program reports. S/he will facilitate monthly data quality assurance, data use and learning sessions at health facilities while providing on-site training and mentorships where needs are identified.

Duties and Responsibilities
Leadership and Partnership
• Manage all technical aspects and actions of MEAL regarding the health program; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.
• Improve MEAL systems and approaches by ensuring compliance to IRC standard MEAL processes and foster learning.
• Champion design, access, and use of data by facility staff, Kiryandongo team and leaders for shared learning and evidence-based decision-making.
• Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences.
• Liaise with the district Biostatistician while ensuring that timely accurate and quality data on the program is fed into the district HMIS/DHIS2 and program reports.
• Attend strategic /relevant meetings to present IRC’s programs, innovations, and success stories.
• Provide donor M&E lead with timely data and reports and when needed
Technical Oversight
• Lead the MEAL system and processes for the health program in harmony with the MEAL Country and Global Strategy throughout the project cycle which include:
• Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management.
• Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
• Supervise MEAL field activities.
• Undertake regular analysis of monitoring data and work closely with health manager and facility staff to facilitate decision-making for real-time program adaptation.
• Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
• Identify, detail, and share lessons learned to improve services and results for our clients.
• Engage in the design, method, and conduct of surveys such as client satisfaction surveys, client feedback survey etc in coordination with colleagues and other stakeholders.
• Advocate for and support the expansion of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis, and visualization.
• Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.
• Train, mentor and coach M&E and facility staffs on quality data collection, analysis, reporting and usage to inform program management and HMIS reports.
• Participate in quality of care/intervention monitoring together with the District and IRC project staff while ensuring availability of data at the facilities for assessing program quality.
• Provide accurate information that informs the program review meetings.
• Maintain a robust and up-to-date health database to support availability of real time data continuous monitoring and evaluation of health program activities.
• Ensure continuous on the availability of data collection tools at the health facilities and community programming.
• Design and implement client satisfaction and engagement surveys to provide feedback for program quality improvement.
• Undertake periodic documentation and dissemination of program success stories and best practices.
• Support the recording of feedback, analysis, and accessibility of feedback data for programmatic decision making.
Human Resources
• Coordinate, lead, mentor and support a dynamic small team of MEAL staff (data clerks, data entrants); foster timely and high-quality achievement, and an inclusive and respectful team climate.
• Promote the growth and development of others in IRC teams in Kiryandongo on MEAL: Train colleagues, and volunteers on IRC MEAL Handbook
Key Working Relationships
Position Reports directly to or in Management in Partnership with: Health & MEAL Manager.
Position directly supervises: Data clerks, facility level data team.

Qualifications
• A University degree in a relevant field (such as: statistics & data management, social science, public health, development economics, or a related subject area)
• A minimum of 3 years' working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
• Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
• Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of PowerBi, and GIS software tools are additional assets.
• Experience in using the MOH data collection tools.
• Demonstrated analytical, systematic-thinking, and problem-solving skills.
• Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
• Confirmed ability to lead, mentor and empower a small to medium professional team.
• Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
• A strong understanding of accountability and proven ability to build Client Feedback Systems.

Monitoring, Evaluation, Learning and Sharing (MELS) Manager -BRIGHT Project
Context and background

The International Fertilizer Development Center (IFDC) is an independent non-profit organization that combines innovative research, market systems development, and strategic partnerships to spread sustainable agricultural solutions for improved soil health, food security, and livelihoods around the world.
‘Building Resilience and Inclusive Growth of Highland farming systems for rural Transformation’ (BRIGHT) will target over 100,000 Ugandan highland households in Kigezi, Mt Elgon, and Rwenzori regions, building project interventions from the ground up that are based on the aspirations and needs of targeted farming households and communities. BRIGHT seeks to build the resilience capacity of farm households and the farming systems to recover from external shocks in an ever-changing context through absorption, adaptation, and transformation and, in so doing, increase incomes and food and nutritional security of all farmers, from subsistence-oriented farm households to more market-oriented ones.
The proposed project aims to achieve the following main impacts:
1. Increased resilience, nutritional outcomes, and income for smallholder farm households; and
2. Increased eco-efficient farming, making sustainable use of and protecting natural resources
IFDC is seeking to recruit a qualified individual to fill the position of MELS Manager for this project, to be based in Fort Portal field offices.

Position summary
The MELS Manager will track and capture progress of program results, which is vital for accurate reporting, adaptive management and ensuring the transparency of program performance for the Netherlands Embassy, project partners, and beneficiaries. The MELS Manager will also assist with the adaptive management as well as oversight and technical inputs for the delivery of action research products and reports. The MELS Manager will be based in Fort Portal.

Main tasks and responsibilities
• Develop and implement the project’s MELS system, including developing and refining indicators; setting targets; monitoring project progress; ensuring timely data collection; writing quarterly and annual reports.
• Provide inputs to the technical team by assisting in developing program goals and objectives; MEL systems, tools, and strategies, including database(s); and providing monitoring data to inform the decisions on project performance and future direction to the project.
• Regularly produce high-quality reports on the results of the project against the project goals and objectives to the project management team, and others as needed.
• Collaborate with the technical and management teams to identify essential project activities, processes, and outcomes to document, and design a system for capturing lessons learned and best practices
• Develop a clear roadmap of M&E objectives and related activities to be integrated into the project planning and budgeting cycles.
• Ensure overall coordination and streamlining of M&E activities in the operation and harmonization of indicators
• Support the development of results chains for each activity that maps out how the activity generates outcomes and impact in line with the project theory of change.
• Develop a tailored monitoring and results measurement plan for tracking performance of the results chains.
• Build capacity of project staff and Implementing Partners (IPs) in data collection, reporting and overall monitoring and evaluation.
• Ensure the coordination of learning agenda activities as well as oversight and technical inputs for the delivery of action research products and reports.
• Effectively inform project leadership, key personnel, partners and the donor advisory committee in making vital adjustments for maximizing project effectiveness.
• Design standard data collection and survey tools based on project needs and conduct pre-tests and adjustments for uniform comprehension.
• Ensure compliance with International Aid Transparency Initiative (IATI) standards and reporting
• Contribute to planning and execution of baseline, mid-term, annual surveys, and impact evaluation studies at household level.
• Provide guidance on data collection, measurement, and sampling methodologies to ensure quality data is collected and entered into the project database.
• Maintain data storage, data quality and conduct data analysis
• Support the development of work plans and annual reports.
• Assure quality of trainings and other activities delivered by local partners and compose reports of observations and recommended actions.
• Seek advanced technical support from and collaborate with regional and global monitoring and evaluation advisors for overall coordination of priority M&E activities.
• Perform other related duties as required.

Supervision and team collaboration
The MELS manager is supervised by and reports to the project manager. She/ he works in close collaboration with project colleagues, other IFDC staff and colleagues from other project consortium members. The MELS Manager will supervise 2 MELS Officers who will be based in Mbale and Kabale field Offices.

Position and duty station
This is a national position with a duty station in the Fort Portal field offices.
The position requires intensive travels (up to 50% of the time) in target regions in Uganda and may require some international travel to other IFDC countries.

Required Experience
• Advanced degree in a relevant discipline (statistics, evaluation science, demography , social sciences, political science, or other related degree);
• Post graduate Diploma in Monitoring and evaluation is a added advantage.
• At least 3 years of demonstrated experience designing, and implementing monitoring and evaluation activities in developing countries
• Excellent command of monitoring and evaluation methodologies including research skills.
• Previous experience implementing and managing a rigorous M&E system including experience in setting up systems and rolling out performance monitoring frameworks is required; experience managing Management Information Systems (MIS) is strongly preferred
• Knowledge of data collection protocols to ensure accurate data collection and verification; ability to identify data trends and communicate this information for strategic decision-making in program implementation
• Excellent organizational, verbal and written communication skills to manage project communications and disseminate project information are required
• Excellent skills in MS Excel, Word, PowerPoint; proficiency in MS Access preferred and Knowledge of other statistical packages like SPSS, STATA has an added advantage.
• English language fluency required.
• Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously.

PERSONNEL SPECIFICATIONS
Minimum academic qualifications: Bachelor's degree in Statistics, Quantitative Economics, Computer Science, Business Computing OR information technology. A postgraduate Diploma in M & E will be an added advantage.
Additional Training Necessary: Training in M & Research methods and data collection.
Required Experience’s 1 years ‘experience in HIBRID/PlRS, l(P Tracker and HMIS data entry.
Experience in a health setting with knowledge of managing PMTCT, HIV care and Treatment and HCT data is an added advantage.
