Global APRI Ltd. is inviting applications for the following position to support ongoing development programs in South Sudan.
Duty Station: Uganda (Kampala, with occasional field visits)
Project: Addressing Migration and Mobility Challenges through Sustainable Livelihoods and Protection of Migrants in South Sudan (SULIPROM-SS)
Contract Type: One-year contract with a 3-month probation period
Start Date: 15/08/2025 Application Deadline: 05/08/2025
Technical Focus
The Accountant/Administrator will support financial management, budget tracking, administrative coordination, and compliance monitoring for the Uganda office and in accordance with EU and PRAG guidelines. The candidate should be well conversant with the practical guide on contract procedures for European Union external action (PRAG) which provides contracting authorities, on the one hand, and tenderers, candidates, applicants and contractors, on the other hand, with practical assistance in preparing and implementing procurement and grant contracts in the field of external action.
The role ensures financial accuracy and supports project teams with logistics, procurement, and documentation.
Key Responsibilities
• Manage and maintain accurate financial records in accordance with Uganda’s financial laws and organizational policy and in line with EU/PRAG guidelines.
• Prepare monthly, quarterly, and annual financial reports.
• Process payments, bank reconciliations, payroll, and statutory deductions (e.g., PAYE, NSSF, URA).
• Support procurement and inventory tracking in compliance with donor and internal guidelines.
• Assist with internal and external audits.
• Ensure timely donor financial reporting and compliance, particularly with EU regulations.
• Oversee general administrative functions, including HR documentation, office operations, travel arrangements, and supplies.
• Coordinate with the South Sudan and Kenya offices to ensure smooth cross-border finance and logistics operations.
Minimum Requirements
• Ugandan national or eligible to work in Uganda.
• Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
• At least 5 years of relevant experience in accounting and administration in a development or donorfunded environment with specific reference to the EU/PRAG guidelines.
• Proficiency in accounting software (e.g., QuickBooks, Tally, or similar) and Microsoft Office (especially Excel).
• Strong knowledge of Ugandan financial laws, tax systems, and statutory compliance (URA, NSSF, etc.).
Desirable Qualifications
• CPA or ACCA (full or in progress).
• Experience working on EU-funded projects (added advantage).
• Familiarity with procurement procedures and donor compliance standards.
• Good communication and organizational skills.
Competencies
• Attention to detail and high level of accuracy.
• Strong ethical standards and integrity.
• Ability to multitask and meet deadlines.
• Excellent interpersonal skills and a proactive attitude.
Reporting Line
The Accountant/Administrator will report to the Project Coordinator and to the Director and coordinate closely with the SULIPROM-SS project Manager and Assistant Project Manager
