Roles and Responsibilities:
• Complete a mechanical checklist prior to each shift to ensure the vehichle is in working order and ready to transport staff to and from required locations, and report any mechanical issues to appropriate service personnel;
• Complete a weekly check up in the operations vehicle and before long trips;
• Ensure the vehichle is clean and stocked properly with first aid and medical supplies prior to each day.
• Report accident or other emergency facts to medical personnel and/or law enforcement when necessary;
• Complete appropriate log book sheets as required by employer to record officially each transport- mandatory for the vehicle operations;
• Report facts concerning accidents or emergencies to hospital personnel or law enforcement officials.
• Ensure cleanliness and safety of the vehicle assigned to
• Provide transportation of authorized personnel, and/or delivery of various items/commodities following authorized routing and ADRA safety and security rules and regulations to ensure safe and efficient services.
• Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorized destinations.
• Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
• Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, the vehicle is fully equipped with required travel authorizations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
• Perform other duties as required.
• Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek instructions and facilitate informative decisions on the way forward.
• Outside driving duties, perform basic office-related tasks such as filing, photocopying and maintaining stores when required including delivery/collection of various items, mailing service.

Requirements:
• Minimum of O’ level
• Mechanical skills – Mandatory
• 5 years’ experience as a driver with a reputable NGO- Mandatory
• Ability to work in 8 hours shift and on call – Mandatory
• Fluent in English – Mandatory – speaking, understanding and writing
• Ability to communicate and interact well with people from different educational, linguistic, cultural and religious backgrounds
• Valid driver’s license – Mandatory
• From western Uganda-Mandatory

Procurement Manager
Reports to : Deputy Medical Director – Administration
Location : Kampala
Job Summary : To head and manage the Procurement and disposal function of Mengo Hospital and maintain effective and efficient functioning of all procurement and disposal activities while ensuring organisational objectives are being met and at the same time obtaining demonstratable value for money in accordance with set policies and procedures. To provide technical assistance and support to Management and staff on all procurement and disposal matters.

Duties and Responsibilities:
• Develop, review, and maintain effective procurement policies, systems, and procedures
• Formulate procurement strategies, plans and activities
• Prepare annual procurement plan and activities
• Review and harmonize the procurement policies with other Hospital policies and procedures
• Coordinate Hospital departments, sections and units in the assessment and determination of their procurement requirements and preparation of procurement plans
• Assist user departments in preparation of proper specifications and terms of reference
• Carry out market research and identify sources of supply for procurement of items and services required and invite tenders or place orders as necessary
• Participate in the evaluation of bids and/or guide the Tender Committee or Management in the selection of successful bidders and the contracting process
• Process procurement requests efficiently and effectively with due regard to ensuring value for money
• Develop or review bidding documents and ensure that draft contracts therein are well prepared
• Follow up contracts and performance of the contracts in a timely manner
• Carry out clearance of goods from outside the country
• Assist or guide the user departments in assessing the suitability of the works, goods, and services to be procured or that have been procured and their conformity to contract terms and conditions
• Carry out procurement in accordance with the established policies, procedures, and best practice
• Develop and maintain procurement records and database on procurements planned, carried out, contracts, existing and potential sources for procurement requirements
• Provide professional and technical support and guidance to Management on procurement issues and related matters
• Prepare and submit periodic reports on procurement activities and performance to Management
• Provide access of records to the Auditors as may be required, and provide responses to audit or any other queries in a timely manner
• Carry out any other duties as provided for under the Hospital policies and procedures, and as may be directed by Management
• Write update reports on procurement status according to planned procurements in line with departmental budgets
• Prepare submissions and present them to the Hospital Tender Committee and Management as required
• Manage and guide the staff of Procurement Department and any other staff involved in the procurement process in a professional and ethical manner
• Prepare procurement negotiation plans and carry out negotiations as necessary
• Attend Tender Committee meetings and provide technical guidance to the Committee on evaluation award and review of tenders
• Perform any other duties incidental to the above, and to the procurement function, assigned by Management from time to time

Qualifications and Experience:
• Degree in Procurement and Supply Chain Management, Commerce, Business Administration, Economics or any other related discipline
• Chartered Institute of Procurement and Supply (CIPS) Certification is essential
• A Masters’ degree in Business Administration, Economics, Finance, or any related discipline will be an added advantage.
• Minimum of 8 years direct work experience in a purchasing or procurement capacity, with a minimum of 3 years’ experience as Head of Procurement function in a fairly large reputable organisation preferably in a hospital setting

2 Driver
Reports to: Hospital Administrator
Location: Kampala
Job summary: To ensure availability of safe, clean and reliable vehicles for hospital staff, guests, and/or any other assigned passenger.

Duties and Responsibilities:
• Driving assigned passengers to required destinations and being on call at all times.
• Delivering messages, documents, parcels and letters as required.
• Noting vehicle mileage to track departure and return schedules.
• Providing support to other hospital drivers on call.
• Performing defensive driving techniques, passenger protection and customer care at all times.
• Carrying out minor repairs and adjustments on the vehicles.
• Notifying management to renew vehicle licenses and insurance.
• Ensuring that vehicle defects/mechanical breakdowns are reported timely.
• Make follow-ups on vehicle repairs and servicing, to ensure that they are done as required.
• Maintaining a functional logbook as instructed.
• Ensuring that the vehicle is clean.
• Checking the vehicle routinely and compiling service reports.
• Perform any other duties as assigned from time to time by the relevant authority.

Qualifications and Experience:
• At least “O” Level Certificate (UCE).
• A valid driving permit with classes B, CM, CH, DL and DM.
• Knowledge and basic training in Defensive Driving is a competitive advantage.
• Training in vehicle maintenance an added advantage.
• At least three (3) years working experience, preferably in driving institutional vehicles.
• Proficiency in English.
• Must be willing and able to work extended hours including week ends.
• Must be between 28 - 45 years of age.
