JOB DETAILS:

MAIN PURPOSE OF THE JOB

Responsible for driving, servicing, cleaning organizational vehicles, ensuring their safety and maintenance.

DUTIES AND RESPONSIBILITIES
• Keeping the assigned vehicles free from damage and in good running condition. 2. Ensuring that the vehicle is clean consistently.
• Ensuring that the vehicle is always parked in a proper and safe condition prior and during use, and accept responsibility to report any damage or mechanical malfunctions that exist.
• Keeping and having safe custody of the vehicle documents and keys.
• Driving as instructed and ensuring safety of passengers and contents
• Preparing monthly and periodic reports on vehicle status and recommendations for repair and maintenance.
• Complying with Traffic Regulations and procedures.
• Ensuring that the vehicle is fuelled at all times, have correct levels of lubricants and that tyres have the recommended pressure level at all times.
• Carrying out any other official duties assigned by their supervisor from time to time and any other legible responsibility as assigned to them by their superiors.

QUALIFICATIONS AND EXEPERIENCE
• She/he should hold a minimum of A level Certificate with at least 4 passes at O level.
• A valid Driving Permit minimum class DM is a must.
• A copy of a Certificate of good conduct is required and possession of defensive driving certificate is an added advantage.
• He/she musty have at least five (5) years of accident free proven experience with a reputable Organization.

MAIN PURPOSE OF THE JOB:
Provides assistance regarding planning, budgeting and controlling of Procurement and Disposal of Assets function and activity of the entity to ensure value for money.

DUTIES AND RESPONSIBILITIES:
1. Prepare and Submit Annual Consolidated Procurement Plan

• Liaise with end users and prepare draft procurement plans for OAG.
• Assist in the reviewing procurement and disposal requisitions and guide the user department in the procurement process.

2. Participate in the Evaluation of Bids.

• Prepare draft bid documents and, participate in the evaluation of bids as assigned.
• Prepare draft and issue approved contracts and local purchase orders.

3. Prepare and Issue Approved Contracts.

• Support the Supervisor in the drafting of contract management appointment letters.
• Issue approved contracts to appropriate service providers/suppliers.

4. Liaise with the Suppliers/ Service Providers

• Guide the suppliers on procurement procedures.
• Support suppliers and the contract manager(s) to ensure compliance with the contract terms and agreements.

5. Prepare and Submit Monthly Reports on Procurement & Disposal
• Support the Senior Procurement Officer in preparation of draft monthly reports on procurement and disposal activities.
• Participate in the compilation of documentations and maintenance of safe custody of procurement and disposal records.
• Prepare and submit the monthly reports on procurement & disposal on standard formats to Senior Procurement Officer promptly.

6. Procurement Management System

• Participate in the maintaining of a Procurement Management Information system. In-put procurement transactions on the system for further processing.

KEY PERFORMANCE INDICATORS:
• Draft Annual Consolidated procurement plan for OAG in place.
• Accurate and timely draft Supplier contracts and bid documents.
• Timely submission of monthly reports
• Up-to-date Procurement Management System in place.

Qualifications:

Applicants should be Ugandans aged 30 years and below, holding Either an Honours Bachelor's degree in Procurement and Supply Chain Management or its equivalent ORFull related Professional qualification in Procurement from a recognised University/Institution.

MAIN PURPOSE OF THE JOB:
Implement and coordinate the procurement and disposal functions of OAG which support end-user through transparent and informative procurement systems to ensure value for money.

DUTIES AND RESPONSIBILITIES:
1. Planning and Budgeting
• Solicit and consolidate user Departmental procurement plans.
• Plan and budget for the procurement unit.
• Submit procurement plans for approval to relevant internal stakeholders.
• Prepare annual Consolidated Procurement Plan to MOFPED and PPDA.

2. Procurement Management System
• Maintain a reliable Procurement Management Information system.
• In-put procurement transactions on the system for further processing.
• Prepare Bid Documents for the High Value and Specialized Procurements and Disposals. Prepare submissions to contracts Committee and communicate the contracts committee decisions.
• Draft contracts for submission to the Assistant Manager Procurement for review and approval.
• Draft contract management letters and issue to contract managers.

3. Liaise with the Suppliers/Providers and Other Stakeholders to Ensure Timely Delivery of Goods and Services.
• Follow-up on suppliers/service providers and other stakeholders to ensure timely delivery of goods and services.

4. Participate in Evaluation of Bids for High Value and Specialized Procurements and Disposals.
• Propose the evaluation team for approval and coordinate the evaluation committee members to participate in the evaluation exercise and schedule evaluation meetings.
• Coordinate the evaluation team to ensure the evaluation report and minutes are
• prepared in accordance with the law and standard formats.
• Submit the final evaluation report and minutes to the Contracts Committee for approval.

5. People Management
• Provide support in supervising the team for effective implementation of the OAG activities and compliance with the policy and guidelines.
• Support in training, coaching and coordinating performance appraisal of the team as per the Office of the Auditor General policies.

6. Preparing and Submitting Monthly Reports on Procurement & Disposal
• Populate and consolidate all procurements and disposals carried out in a month.
• Prepare the relevant minutes of approved procurements & Disposals in that given month.

7. Records Management
• Maintain the filing system for all procurement records as per statutory requirements.
• Retrieve procurement records for internal and external audit and review.
• Complete and submit accurate weekly and monthly transaction reports.

KEY PERFORMANCE INDICATORS:

JOB SPECIFICATIONS:
Qualifications:

• Applicants should be Ugandans aged 35 years and below, holding Either an Honours Bachelor's degree in Procurement (or Purchasing) and Supply Chain Management or its equivalent OR Full related Professional qualification in Procurement from a recognised University/Institution.
• Full membership to a relevant Professional body is a MUST.

Experience:
• Three years of working experience as a Procurement Officer in the public sector or a reputable organisation.
