Organizational Setting and Work Relationships

The Associate Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses. S/he supervises protection standards, operational procedures and practices in protection delivery in line with international standards.

The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor. S/he also ensures that persons of concern are meaningfully engaged in the decisions that affect them and support programme design and adaptations that are influenced by the concerns, priorities and capacities of persons of concern. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection.

Duties

Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
Foster their consistent and coherent interpretation and application through mainstreaming in all sectors and /or in clusters in applicable operations.
Assist in providing comments on existing and draft legislation related to persons of concern.
Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
Conduct eligibility and status determination for persons of concern in compliance with UNHCR procedural standards and international protection principles.
Promote and contribute to measures to identify, prevent and reduce statelessness.
Contribute to a country-level child protection plan as part of the protection strategy to ensure programmes use a child protection systems approach.
Contribute to a country-level education plan.
Implement and oversee Standard Operating Procedures (SOPs) for all protection/solutions activities which integrate AGD sensitive procedures.
Oversee and manage individual protection cases, including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
Recommend durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
Assess resettlement needs and apply priorities for the resettlement of individuals and groups of refugees and other persons of concern.
Participate in the organisation and implementation of participatory assessments and methodologies throughout the operations management cycle and promote AGD sensitive programming with implementing and operational partners.
Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial and/or cluster partners.
Facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
Promote and integrate community-based approaches to protection and contribute to capacity-building initiatives for communities and individuals to assert their rights.
Support activities in the area of risk management related to Sexual Exploitation and Abuse, fraud, case-processing, data protection, and human rights due diligence at country level.
Participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
Intervene with authorities on protection issues.
Negotiate locally on behalf of UNHCR.
Decide priorities for reception, interviewing and counselling for groups or individuals.
Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

The position is based in Kampala. The Associate Protection Officer will cover Protection activities in the urban as well as support Sub/Field Offices. Based on the foregoing, the position requires a candidate with a legal background, extensive experience in refugee protection, excellent drafting and communication skills, solid experience in capacity development, and knowledge of UNHCR guidelines and policies on Protection. The GBV Associate supports the operations¿ efforts to fulfil UNHCR¿s mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance.

The GBV Associate works under direct supervision of a more senior GBV/Protection colleague who defines overall work objectives and provides regular advice and guidance. S/he will focus on strengthening GBV case management supervision as well as safe and ethical data collection and further analysis of GBV trends. The incumbent will also ensure quality prevention and risk mitigation interventions.

S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in GBV prevention, risk mitigation and response. S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles.

S/he also ensures that persons of concern, in particular women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. Duties

Provide GBV case management services for survivors at high risk and/or other complex cases (if relevant in operation) and follow-up with other units/partners as relevant;
Ensure technical supervision of UNHCR staff providing GBV case management (including coaching and implementation of staff care strategies);
Support GBV capacity building initiatives, including on GBV safe disclosure and referrals.
Ensure the wishes of survivors are prioritized as per the survivor-centred approach.

Senior Resettlement Assistant

A Senior Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent's primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may as required take part in assessing cases for resettlement and conducting interviews. S/he maintains frequent contacts with the supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on resettlement cases. Some contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.

Duties

Carry out preliminary interviews and initial assessments to process refugees for resettlement following established procedures.
Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.

Job Summary
To coordinate stakeholders to deliver prevention services (HTS/Gender integration/PrEP/PEP) within the cluster in line with Ministry of Health’s policies, and in support Baylor-Uganda’s core values in execution of Baylor-Uganda’s mission.

Overall Responsibilities
1. Monitor the implementation of integrated district and cluster prevention (HTS/Gender integration/PrEP/PEP) work plan to meet the desired standards, objectives and targets for prevention, including gender integration.
2. Strengthen collaborative partnerships with district focal persons and relevant community stakeholders (e.g. CSOs) to ensure effective and efficient service delivery, gender equality, and robust community facility linkages and referral for prevention.
3. Maintain a motivated HRH (lay tester eg LRA, YAPS, G-ANC peers, counsellors) and community team through regular supervision, technical assistance, and prompt performance feedback including appraisal and improvement plans as applicable.
4. Collaborate with cluster laboratory technical officer to ensure compliance to HIV testing algorithms, standards and quality assurance activities.
5. Collaborate with cluster supply chain technical officers to ensure adequate commodities for prevention (HTS/Gender integration/PrEP/PEP), across the entire region.
6. Participate in development, and dissemination of context specific technical updates, program priorities, performance reviews and best practices for HTS/Gender/PrEP/PEP to relevant stakeholders in regular written and oral reports and presentations.
7. Implement quality improvement initiatives in the delivery of differentiated services for prevention, with consideration of clients changing preferences and choices, dynamic systems and processes, robust data collection and use, in collaboration with all relevant stakeholders.

Required Qualification, Experience and Competencies:
• The applicant to hold a degree in Social Sciences, Social work and Social Administration, diploma in Nursing or Clinical medicine from a recognized institution, and must be registered with the relevant professional body.·
• At least three years of related work experience in technical assistance support to districts and Health system strengthening (HSS).
• Qualification in Public Health is an added advantage.
