CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and the Operator of the Kingfisher Discovery Area located in Kikuube District, in the Albertine Region.
CNOOC invites Expression of Interest (EOI) from Professional Competent Companies to provide Kingfisher CPF Laboratory Equipment Purchase, Management System and ISO System Establishment and Service as outlined in the scope of work below.
To support normal operation in Kingfisher district, it requires to build an international standard laboratory to provide scientific, fast, and accurate testing and analysis services for oil and gas samples.
The Supplier shall perform the work including, but not limited to: the scope described hereunder:
Purchase transport, installation and commissioning laboratory equipment and spare parts which used for crude oil/produced water/natural gas; LPG/drinking water/potable water test, in accordance with Industry Policy; the laboratory;
Based on Laboratory Information management system design strategy provided by the company, complete the installation of the laboratory suite, connection of water/power etc.
Develop CPF Laboratory SOP procedures and management manuals;
Provide operation service and on-job training for local staff.
The Operational Services will cover a period of 3 years.
a) Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the oil & gas sector;
b) Experience of HSE policy, procedure and process in compliance with the Uganda petroleum regulations, the IFC Performance Standards and the International Industry standards;
c) Performance and for provision of similar services, in Uganda, East Africa or International;
d) Suitably qualified and experienced personnel;
e) Operational capacity to provide the scope of services and equipment in a given package;
f) Financial capacity to undertake the eventual contract;
g) Compliance with the Local and National Content Statutory laws and regulations of the Government of Uganda;
h) Possession of relevant certification/licensing from national and international sectors;
i) Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations;
j) Bidders should also comply with Regulation 9 (Priority of Ugandan Goods and Services provisions) and Regulation 10 (Employment for goods and services to be provided by Ugandan citizens and companies) of the PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance;
k) Parent company and its subsidiaries are not allowed to participate in the bidding for the same lot (scope) of a project on a branch and splitting plan for evaluation. Otherwise, both the parent company and its subsidiary's proposals will be treated as null and void.

Bidders shall prepare and submit fully completed PQ documents based on the requirements in the PQ questionnaire. These documents shall be submitted to the emails above on or before 16:00hrs/4pm (EAT) on 14th September 2025 (Closing Date & Time).
NOTE: Bidders who express interest but do not submit fully completed PQ documents shall not be considered for next steps.
