JOB DETAILS:
The Government of the Republic of Uganda has received a loan and a Grant equivalent to US$33million and US$10million respectively from the islamic Development Bank (IsDB) for the implementation of the Local Economic Growth (LEGS) Project. The Goal of the LEGS Project is to contribute to the achievement of Sustainable Development Goals with main emphasis on (SDG) (i) No Poverty; (ii) Zero Hunger; (iii) Clean Water and Sanitation; (iv) Affordable and Clean Energy. This goal will be achieved through provision of water for production and consumption and the construction of basic rural and market infrastructure to increase household income for small rural farmers in the project areas.
As part of the implementation, the Ministry of Local Government will set up Project Liaison Units in the project Districts, whose role will be to support the participating Local Governments (LGs) in the day-to-day implementation of the Project Activities. The Ministry is therefore seeking the services of interested and eligible Candidates to fill the following Positions on the Project Liaison Units (PLUs)
Post: 5 Administrative Assistants
The Administrative Assistant is responsible for the day-to-day management of the Offices in the Cluster Districts. He/she shall be responsible for financial management and budgetary support to the PST and Local Governments that are implementing activities on the LEGS Project. He/she is responsible for ensuring timely transfer of program funds to Local Governments and provision of on spot mentoring and outreach support in financial management and accountability.

He/she will have the following responsibilities/duties:
Assist the Team Leader in:
• Managing the day-t0~day functions of the LEGS Project administrative and financial operations in the designated District Cluster.
• Reviewing Local Government Requisitions forfunds, preparing timely transfers to Local Governments and following up on Programme implementation.
• Monitoring financial and procurement processes for the LEGS Program in Local Governments to ensure compliance with Project Requirements.
• Participating in the budgeting process forthe Cluster and ensuring that Project Funds assigned to the Cluster are received, banked, managed, disbursed and accounted for timely by the PLU;
• Assisting the Team Leader in compiling accountability for all funds received and disbursed bythe PLU in line with GOU Requirements.
• Participate in Programme meetings with the District.
• Organise, monitoring, meetings.
• Assist in report compilation.
• Caretaking of the assets allocated to the Team.
• Collect, Monitoring and Evaluation information.
• Carrying out other Duties as may be assigned by the Cluster Team Leader and other superiors;

Qualifications and experience: The Candidate should at least have a Bachelor's Degree in Project Management, Business Administration, Public administration or related field. He/she should have at least 3 years’ experience in Office Administration and Management. Experience in working with Local Governments in Project Implementation will be an added advantage.


The Relevant Work Experience and Skills should include the following:
• Proficiency in Microsoft Suite of Applications (Word, Excel, PowerPoint etc.)
• Proven ability to demonstrate initiative, resourcefulness, perseverance and high motivation with a proven ability to work both independently and as part of a Team.
• Good problem solving, decision making and analytical abilities
• A very high standard of Personal Integrity
Contract: One-_Year Contract, renewable based on Agreed Performance
Targets and Deliverables.
