The overall purpose of the role:

The Assistance Delivery Officer is responsible for supporting the effective and timely delivery of cash assistance to eligible beneficiaries. The role ensures that beneficiary identification, verification, registration, and payment processes are implemented in line with programme procedures and protection principles. The officer works closely with programme teams, partners, and community structures to ensure assistance is delivered in a transparent, accountable, and safe manner while maintaining accurate records and supporting monitoring and reporting of programme activities.

Your main duties and responsibilities will be:

Programme Implementation:

  • Develop or update overall project implementation workplan in collaboration with the Referral Officer, Cash Team Leader, and Project Manager.
  • Ensure efficient implementation of activities in line with approved workplans. Notably, ensure timely mobilization, sensitization, transfer of assistance as well as reconciliation of actual transfers against plans.
  • Update trackers as may be guided and required by the Cash Team Leader and Project Manager.
  • Compile and submit quality reports as required in a timely manner.
  • Support localization efforts including mapping of local partner organizations.

Monitoring, Evaluation, Accountability and Learning:

  • Liaise with and support Referral Officer or any other lead MEAL staff in the effective operationalization of DRC Complaints and Feedback mechanism at field level.
  • Liaise with and support Referral Officer in logistical arrangements for data collection as may be required.
  • Participate in MEAL inspired review meetings as required.

Coordination and Representation:

  • Consistently participate in coordination meetings including but not limited to interagency, regional or any other level as required.
  • Represent DRC in forums determined by the Cash Team Leader or Project Manager. You may be required to interface with donors and government representatives.

Human Resources, Administration, Supply Chain, Safety and Security:

  • Ensure the number of community outreach workers is at optimal level at all times. Determine the number, play a central role in the recruitment, placement, capacity development and supervision of community extension workers.
  • Confirm and submit timely reports relevant for efficient administration of community extension workers. Validate and share in a timely manner information the Country Office requires to ensure payments to incentive workers.
  • Working with relevant departments, ensure DRC Offices have all the basic supplies and consumables.
  • Develop a procurement plan and follow up to ensure it is approved and executed in accordance with existing DRC policies and provisions.
  • Act as focal point for safety and security for DRC personnel and equipment. Proactively identify, report and suggest measures to mitigate risks.

About you

To be successful in this role, we expect you to have a minimum of 3 years of experience implementing humanitarian intervention, preferably for displaced populations. Moreover, we also expect the following:

Required

  • A Bachelor's degree in Economics, International Development, Social Sciences or Information Technology.
  • Technical expertise and experience in cash programming, notably in preparing for, overseeing disbursements and complaints handling.
  • Analytical and planning skills. Attention to detail is key, especially in matters relating to preparation of disbursement lists, tracking of assistance transfer.
  • Demonstrable track record of meeting or exceeding targets, whilst maintaining technical quality.
  • Highly diplomatic with political awareness and understanding.
  • High-level communications and interpersonal skills.
  • Fluent in written and spoken English.
  • Valid riding permit. The project will provide a motorbike to aid mobility across the settlement.

Desirable

  • Basic spoken Swahili or Juba Arabic will be an added advantage.
