  • The Manager, Human Resources & Administration, will be responsible for leading and executing the human resource strategy in support of the overall business plan and strategic direction of the company. The role includes overseeing talent acquisition and retention, compensation and benefits, employee relations, compliance, performance management, organizational development, workplace safety, and administrative functions.
  • The position will serve as a key advisor to the Managing Director and Executive Management Team, offering insight on matters affecting staff welfare, productivity, compliance, and culture.

Key Responsibilities:

  • Lead strategic workforce planning, recruitment, onboarding, and talent development.
  • Promote a culture aligned with the organization’s mission, vision, and core values.
  • Act as an internal consultant to senior leadership and staff on HR-related matters.
  • Develop and manage the HR departmental budget and ensure cost-effective operations.
  • Oversee legal compliance regarding employment law, labor regulations, and HR practices.
  • Develop, implement, and review HR policies, procedures, and employee handbooks.
  • Maintain up-to-date employee records and ensure HRIS data accuracy.
  • Conduct periodic HR audits and implement risk mitigation measures.
  • Lead organizational change initiatives and the implementation of performance management systems.
  • Identify training needs and implement staff development programs.
  • Foster employee engagement, promote a positive work environment, and oversee wellness programs.
  • Ensure optimal use of HR technology systems and digital transformation of HR operations.
  • Manage employee relations, resolve grievances, and ensure fair disciplinary procedures.
  • Supervise and mentor HR and administrative staff to ensure efficient service delivery.
  • Monitor staff leave plans, performance evaluations, and career development tracking.

Key Performance Indicators (KPIs):

  • Timely preparation and alignment of departmental structures and job descriptions.
  • Achievement of 98% probation pass rate for new hires.
  • Maintain employee attrition at less than 10%.
  • At least 50% of employees participating in professional development annually.
  • Full implementation and usage of the HRIS system for HR operations.
  • Maintain headcount within approved staffing and budget limits.
  • Ensure organizational compliance with equality, diversity, and inclusion policies.
  • Promote a healthy, motivated, and high-performing workforce.

Decision-Making Authority:

  • Autonomous Decisions: Implementation of approved HR strategies and initiatives.
  • Escalated Decisions: Key strategic changes or matters requiring executive approval.

Reporting & Collaboration:

  • Works closely with all departments across the organization.
  • Reports directly to the Managing Director.
  • Collaborates with Executive Management and Board Committees on HR matters.

Performance Reviews:

  • Performance will be appraised by the Managing Director and Executive Director, based on agreed annual objectives and deliverables.

Additional Responsibilities:

  • Plan and manage staff leave schedules across the department.
  • Mentor and coach HR and support staff to enhance productivity and professional growth.
  • Drive innovation and continuous improvement within the HR and Administration functions.
  • Ensure smooth internal communication and effective administrative support services.

Qualifications & Requirements:

  • A Bachelor's Degree in Human Resource Management, Industrial Psychology, or Business Administration. A Master’s degree or relevant certification (e.g. CIPD, CHRP) is an added advantage.
  • 5+ years of progressive HR experience, with at least 2 years at supervisory or managerial level.
  • Experience in the financial services or related sectors is preferred.
  • Strong knowledge of Ugandan labour laws, HR best practices, and compliance requirements.
  • Proficiency in HRIS and Microsoft Office tools.
  • High level of professionalism, confidentiality, and ethical conduct.
