JOB DETAILS:
POSITION OVERVIEW:
Specifically, the MEAL Manager will be responsible for refining Grameen’s existing MEAL frameworks, overseeing high-quality implementation of MEAL activities, and supporting Grameen’s local financial service provider partners to design and implement systems to track their performance. The MEAL Manager will work closely with Grameen country office and regional staff, other members of the Uthabiti consortium, and Grameen’s local partners.
S/he will work with technical staff and Grameen’s Senior Research Director to develop effective data collection tools to track day-to-day project performance, and achievement of higher-level expected outcomes, objectives and impacts. S/he will also be responsible for analysing data, generating insights and visualizations to enable technical staff to make informed decisions.

SPECIFIC RESPONSIBILITIES
Specific responsibilities of the MEAL Manager include:
Development of MEAL Frameworks and Data Collection Tools
• Refine/ improve on Grameen’s existing MEAL framework and/or develop a new MEAL framework for Uthabiti
• Lead the development of MEAL frameworks for new projects and as may be requested by Grameen’s Research Director
• Refine existing Uthabiti performance monitoring/reporting tools and develop new tools as needed
• Work with Grameen technical staff and human-centered design consultants to develop research tools related to financial product development
• Support local private sector partners (generally financial service providers) to develop performance monitoring frameworks, business metrics, and cost-benefit analyses to track the overall business case for projects implemented in partnership with Grameen

Implementation of MEAL Data Collection and Research Activities
• Train and coach project staff and volunteers in the deployment of MEAL data collection tools
• Ensure the quality of data collection through spot checks and review
• Participate in human-centered design research and periodic assessment activities

Analyse Data and Communicate it to Support Decision-Making
• Analyse data generated by project M&E system, including quantitative and qualitative data, to produce written reports, brief presentations and graphic visualizations communicating key insights about project implementation
• Present the findings to Grameen technical staff and partner organisations on a regular basis in order to inform day-to-day project decision-making, business decisions, and adaptation/learning
• Ensure data collected and final reports submitted are compliant with donor data quality expectations
• Other duties as required

REQUIRED KNOWLEDGE SKILLS AND ABILITIES
• Bachelor’s degree in B. Stat, BSc (Econ), BSc (Stat), B. Quantitative Economics, or any other relevant degree.
• At least 5 years’ experience in designing and executing field M&E
• Strong knowledge of international best practice in M&E
• Experience with USAID reporting requirements is a plus
• Experience conducting impact assessments a plus
• Strong analytical skills and computer skills in Word, Excel, Access, and other programs required (some experience with Salesforce or a statistical package such as SPSS, STATA, or SAS preferred).
• Understanding of the local context, target audience needs and gender considerations in project planning/implementation/monitoring and evaluation
• Excellent quantitative analysis skills
• Solid writing and communication skills in English are required.
• Excellent technical writing, data visualization, and/or oral presentation skills highly desired.
