The Norwegian Refugee Council (NRC) Protection Officer Uganda (Open to Ugandan Nationals Only) - 5 Positions Open. Locations: Kyaka, Rwamwanja, Nakivale, Kyangwali, and Oruchinga. Females are highly encouraged to Apply.

The Protection officer will work with programme and support teams to develop protection mainstreaming tools and guidance to ensure protection is integrated within programme cycle management. The Officer will equally be responsible for ensuring effective general Management of Transit and Reception Center in area of jurisdiction and quality implementation of the overall Center Management and Synergy with other sectors like Protection, Community Services, MHPSS and SGBV which constitute part of the Overall NRC programming.

Responsibilities or duties

Generic responsibilities

  • Ensure compliance with NRC protection policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these
  • Closely work with other colleagues to mainstream protection in all the NRC Core competencies.
  • Line management of Community structures.
  • Internalize protection related SOP’s and makes sure they are implemented accordingly
  • Manage and implement delegated portfolio of Community based activities, within approved budgets and financial regulations.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Provide regular progress reports to TL in tandem with IPPT data uploaded.
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Ensure prudent utilization of, and accountability for resources allocated to the project.
  • Ensure availability and Provision of Firewood for Hot Meal preparation.
  • Supervision of Hot meal preparation and Management.
  • Ensure provision of Safety and Security to our Persons of Concern.
  • Ensure promotion of Water, Sanitation and Hygiene.
  • Carryout Compound Maintenance and Management.
  • Ensure Provision of Clean Safe Drinking Water for New arrivals for Kitchen use.
  • Take part in relocation and in distribution of core relief items to persons relocated to settlements.
  • Ensure General management of the Reception Center accordingly

Specific responsibilities

  • Support the implementation of NRC’s Protection Policy and global protection mainstreaming standards within Field Office through working with programme management
  • Develop protection mainstreaming tools and guidance and continually update protection mainstreaming action plans to ensure integrated and safe programming.
  • Support the training, capacity building and mentoring of field staff and awareness raising of non-staff (Paralegals and other structures, local NGOs, contractors and incentive labour) on minimum protection standards
  • Identify gaps in terms of field-based protection support and line manage any additional field-based protection staff (in settlements and urban settings) to ensure support to programme management on specific programme initiatives and staff mentoring.
  • Work closely with ICLA and Education colleagues to ensure coordination, networking and Represent NRC at the field level in coordination meetings on ad-hoc basis.
  • Produce regular context analysis updates on key protection trends and contribute to programme development discussions.
  • Contribute to pushing the Multi- CC idea.

Qualifications or requirements (e.g., education, skills)

Professional competencies for this position:

  • Experience of at least 4 years for working as Protection Officer in a humanitarian/recovery context
  • A university degree in Law, Social sciences, Psychology, International Relations, Development Economics; Peace and Conflict Studies; or another relevant field
  • Experience from working with partnerships
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Experience working in coordination and liaising with external actors
  • Experience developing and delivering protection training and good presentation skills in English
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision

Context related skills, knowledge and experience

  • Knowledge of the South-west displacement context is an asset
  • Experience with Multi-sectoral related work is an asset
  • Detailed oriented and strong organizational skills
  • Knowledge of global protection standards and relevant bodies of international law
