REQUEST FOR EXPRESSION OF INTEREST: PRODUCTION AND INSTALLATION OF CONCRETE PILLARS ALONG EACOP – UGANDA RIGHT OF WAY

East African Crude Oil Pipeline (EACOP) Ltd ("COMPANY"), invites experienced and reputable companies to express their interest in the Production and Installation of Concrete Pillars along the EACOP Right of Way in Uganda.

The EACOP project involves the construction and operation of a buried, crossborder pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda to the Chongoleani peninsula, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 297 km will be in Uganda. With the land acquisition coming to the final end, COMPANY needs to demarcate the right of way with permanent markers in the form of concrete pillars along both sides of the EACOP corridor.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The services to be provided shall include the following:

  • Opening boundaries and geo-referencing the erected concrete pillars
  • Casting and erecting the reinforced concrete pillars according to EACOP’s specifications.
  • Pointing the erected concrete pillars according to EACOP’s specifications.
  • Testing and quality control.

MINIMUM REQUIREMENTS
Interested Ugandan Companies or Organizations are invited to express interest and submit evidence meeting the minimum requirements:

  • Legal Entity details including certificate of incorporation, valid Trading License, Memorandum and articles of association.
  • Up to date professional licensing from relevant in-country authorities for the provision of the services.
  • Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest years.
  • Compliance certificate from the National Social Security Fund.
  • Compliance statement of the Local Content Regulations (LCR) and local Company definition.
  • Proof of up-to-date registration to the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda.
  • Experience/performance in delivering tasks outlined above on a large scale in Uganda, in compliance with national and international standards and on at least 5 similar projects in the last 7 years.
  • Experience in engaging project affected persons, communities, and stakeholders in similar infrastructure projects.
  • List of current and potential workload.
  • Key, suitably qualified personnel with local personnel having experience in fields such as cadastral surveys, civil engineering, land laws and community engagements.
  • Demonstrate sufficient equipment, logistics and staff resources to deliver the services required with multiple human resources to work simultaneously along the pipeline route.
  • Compliance with the recommendations of the Surveyors Registration Board regarding terms of engagement in survey services.
  • Financial capacity to deliver the services required including the submission of audited financial accounts for period 2022-2023.
  • Quality, Health, Safety and Environment Management System, organization, and process in compliance with applicable local and industry Standards.
  • Anticorruption, Antibribery, Compliance and Human Rights policies.
