Summary

Reporting to the MEAL Manager, the IT Support Specialist will manage and maintain Health Access Connect's IT infrastructure and software systems. The position involves hands-on administration of our core platforms (Odoo, Kobo Toolbox, Power BI, Google Drive, Slack, NocoDB, PostgreSQL database, Azure and AWS hosting), oversight of external IT contractors, and providing user support and training for our 26-person team. The role ensures system reliability, data security, compliance with donor regulations, and cost-effective technology solutions that support HAC's programmatic activities.

Key Responsibilities

Systems Administration & Management

  • Manage daily operations of IT systems, analyzing workflows, establishing priorities, and setting maintenance schedules
  • Administer and maintain core software platforms: Odoo, Kobo Toolbox, Power BI, Google Workspace, Slack, and PostgreSQL database
  • Oversee hosting environments in Amazon Web Services (AWS) and Microsoft Azure to ensure security and uptime
  • Coordinate and supervise multiple systems to work in unison across internal and external platforms
  • Monitor system performance, troubleshoot issues, and implement solutions to ensure minimal downtime

Vendor & Contractor Management

  • Coordinate with external IT contractors and service providers to address technical issues
  • Assess technology needs and system requirements with vendors and technicians
  • Ensure all IT contractual terms are observed and adhered to with vendors and service providers
  • Oversee IT procurement processes to ensure cost-effective solutions

User Support & Training

  • Provide technical support to staff across all software platforms and hardware
  • Conduct user training sessions on new systems and software updates
  • Create and maintain user documentation and training materials
  • Respond to help desk requests and resolve technical problems in a timely manner

Data Security & Compliance

  • Ensure security and confidentiality of all IT infrastructure, information, and data
  • Implement and maintain rigorous backup processes and disaster recovery procedures
  • Manage password policies and access controls across all systems
  • Provide information security awareness training to staff
  • Ensure compliance with donor regulations and organizational IT policies

Strategic Planning & Reporting

  • Evaluate the organization's technology use and recommend improvements
  • Develop and maintain budgets for IT needs across departments
  • Provide periodic IT infrastructure status reports to management
  • Stay current with technology advances and advise management on upgrades
  • Maintain software licenses and ensure they are adequate and up to date

Required Qualifications

Education & Experience

  • Degree in Computer Science, Information Technology, or related field preferred
  • Minimum 2-3 years of experience in IT support or systems administration
  • Experience with business software platforms (ERP, CRM, or database systems)
  • Proven experience in electronic database development and management

Technical Skills

  • Strong SQL database administration skills
  • Experience with cloud-based platforms and collaboration tools
  • Knowledge of system integration and data management best practices
  • Understanding of network administration and security protocols
  • Proficiency in backup and disaster recovery procedures

Soft Skills

  • Excellent communication skills to explain technical concepts to non-technical users
  • Strong problem-solving and analytical abilities
  • Ability to work independently and manage multiple priorities
  • Experience training and supporting end users
  • Vendor management and negotiation skills

Preferred Qualifications

  • Experience with Odoo or other ERP system
  • Experience with Power BI or similar business intelligence tools
  • Experience working with NGOs or public health organizations
  • Project management experience

Compensation

This position is designed as a consultant role (40 hours/week). Compensation is UGX 1,1 ,000 per month before taxes. Field travel expenses will be reimbursed by Health Access Connect.
