Integrated Seed and Sector Development Uganda (ISSD Uganda) is an independent local NGO in Uganda, which aims to be a leading agricultural development organization in fostering resilient seed and food systems for sustainable agricultural production. ISSD Uganda builds on the impactful outcomes and experiences of the successfully implemented seed projects that focused on; seed sector transformation; capacity building and knowledge transfer; partnerships and sector coordination, as well as supporting fragile communities including refugees.

Project overview
Restoring Resilience of highland farmer communities and watersheds in Uganda is a 4-year project funded by the Embassy of the Kingdom of the Netherlands, Kampala. The project is a land restoration and farming systems project in the Western and South Western Highlands of Uganda, implemented in a collaborative partnership between Wageningen Environmental Research (WENR) as lead partner, and ISSD Uganda, as the local implementing partner. The project works through three pathways to achieve its goal to build resilient farmer communities and watersheds in the highlands of Uganda. In Pathway 1 “resilient farming systems” the project focuses on empowerment and motivation of farmer households to work towards establishing resilient farming systems through the PIP approach; Pathway 2 “watershed restoration” focusses on restoring natural resources and ecosystem functioning to enable restored watershed resilience; and Pathway 3 “improved marketing” focusses on improved marketing opportunities for all farmers directly engaged in the project, and the wider community. The project headquarters will be in Fort portal.

Position overview
The Watershed-NRM expert focuses on work at (sub)watershed level in Pathway 2; and will provide technical expertise that will lead to the sustainable management of selected (sub-)watersheds in the project intervention areas. Focus areas of work will relate to watershed assessment, technical assistance, development, implementation and coordination of work plans and strategies to restore, protect and conserve soil and water resources. The Watershed-NRM expert will supervise the integrated Water Resource Management (INRM) Field Officers and work in collaboration with relevant stakeholders including local governments and the communities towards restoration and protection of watersheds, and will support existing watershed organizations with technical assistance, watershed planning, and educational programs.

Main Duties and Responsibilities
The Watershed-NRM expert will perform the following tasks:

• Coordinate the assessment of current watershed management and erosion control practices in the watershed to identify erosion hotspots, land- and water management issues and challenges and bottlenecks related to sustainable watershed management as entry points for the project.
• Facilitate the formation and development of the local watershed organisations and their functions towards achieving project objectives
• Develop watershed management and land use plans with local stakeholders, by providing technical support, and using (participatory) mapping and GIS
• Provide technical expertise for the development of restoration activities in the degradation hotspots and supervise IWRM Field Officers in the implementation of concrete interventions
• Support existing watershed organisations with technical assistance, watershed planning, training and mentorship program
• Develop relevant training materials and awareness raising materials related to watershed restoration and protection
• Actively facilitate and coordinate watershed stakeholder’s interactions at sub watershed and watershed level and consolidate feedback for wider audience sharing within the watershed
• Develop strategies and plans to catalyze collective action for watershed restoration and sustainable management/protection
• Supervise sub-watershed committees in implementation of their action plans and monitor progress of project interventions
• Coordinate the project activities on watershed restoration with government policies especially the regional agency in charge of water resources.
• Facilitate the transfer of technical information among local authorities, watershed committees, land managers, district and relevant national agencies
• Establish and maintain effective links with all key project stakeholders to strengthen collaboration with the project in issues of watershed management
• Coordinate, manage, monitor and ensure the quality and timeliness in execution of all watershed management interventions periodically planned by under the project
• Support the project M&E team to develop and maintain an M&E system for the project interventions especially development of a proper data collection system
• Systematically document experiences and lessons learned across sub-watersheds and watersheds and report results to project team members as need arises
• Compile and prepare periodic progress reports highlighting progress of the watershed management interventions based on project periodic plans
• Contribute to project newsletter articles and annual reports
• Facilitate implementation of the project baseline study and relevant research studies (as they come up) by actively contributing to their design, rollout and report writing.

Experience, Qualifications, and Skills
• Minimum of Masters’ Degree in Biology, Environmental Resource Management, Geological Studies or related field
• Minimum of 8 years’ experience in watershed management, coordinating restoration activities, land use planning and stakeholder involvement
• Experience in using Geographical Information Systems (GIS) skills for mapping and land use planning
• Experience working in a rural environment with active participation of local stakeholders
• Ability to establish networks and coordination with various organizations
• Demonstrated capacity to support, advise and guide institutional networking processes with Local Government and other stakeholders
• Strong leadership and interpersonal skills, commitment to team work and working across disciplines
• Proven ability to produce high quality reports
• Ability to work independently with minimal supervision
• Excellent language skills (written & spoken English); local languages an added advantage
• Flexible approach to take on additional responsibilities as assigned/delegated
• Willingness to travel to all project location
