EXPRESSION OF INTEREST FOR THE PROVISION OF OCTG YARD MANAGEMENT SERVICES FOR TILENGA CA-1 & LA-2 NORTH DRILLING AND WORKOVER CAMPAIGN

TotalEngines EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture partner(s), invests in the provision of OCTG Yard Management services to express interest in the provision of OCTG Yard Management services for Tilenga CA-1 & LA-2 North Drilling and Workover Campaign in Uganda.

Brief Description of the Scope of Services:

COMPANY intends to issue a future Call for Tender for the provision of OCTG Yard Management Services during Drilling and Workover operations scheduled to commence Q1 2027 to be performed on Tilenga CA-1 & LA-2 North in Uganda.

The objective of this future contract is to provide OCTG Yard Management services together with qualified personnel and adequate operational support facilities within the permit area.

The following requirements are to be demonstrated: All equipment shall be independent from COMPANY logistics support:

• Provide services to manage OCTG Hubber and 4-1/2" Wire Wrapped Screws (WWS) stockyard at COMPANY supplied items in accordance with API 521 and OEM recommendations for Carbon Steel and 15% Chromium (12Cr) OCTG & screens as applicable. That includes but not limited to:

  • Reception

  • New stock and reg turms.

  • Inspection.

  • Storage, handling, inventory management and logistics.

  • Preservation.

  • Rig preparation of Tubulars and WWS

• Provide all lifting equipment (cranes, forklifts, trucks, hoisting and slinging equipment…) required within COMPANY's base inside permit area.

• Provide maintenance services for COMPANY Goods at the frequency recommended by OEM and API 5C1.

• Provide service to make up and break out sub-assemblies (bulking unit) on COMPANY supplied items including but not limited to OCTG, shoe, flatt roller, pulp jorries, cross over, completion sub-assemblies (like RIV, DH-EN, landing nipple) according to the COMPANY's requirement.

• All Activities and stock levels shall be monitored on a weekly basis at least. A digital inventory Management System (IMS) may be proposed.

• Fully qualified operational and technical personnel, covering inspection, logistics, maintenance, QA/QC, and HSE domains etc.

• Provide logistics services up to COMPANY WORKSHOPS, supplied by qualified contractors and personnel conforming to international industry standards.

COMPANY seeks to identify a company possessing or capable of providing OCTG Yard Management Services during Drilling and Workover operations. The supplier shall comply with COMPANY technical requirements to perform the operations efficiently and at a sufficient pace to supply the Rig with OCTG on time according to their operational needs. It must consider environmental constraints and establish a set up within the proximity of the Industrial Area. Potential bidders shall be encouraged to submit bids with technical efficient technologies, proposed to achieve COMPANY's requirements and objectives.

Interested parties (either Ugandan companies or joint ventures/consortia with Ugandan Companies, and other companies) shall as a minimum, be required to demonstrate the following:

• Proven experience in providing OCTG Yard Management services, including logistical support, for an international oil company.

• National Content: Demonstrate compliance with and commitment to the statutory National Content requirements applicable to Oil and Gas operations as prescribed in the 2016 Upstream Petroleum Regulations of Uganda.

• NSD registration: Provide evidence of valid registration (or active application) and classification as a Ugandan Company on the National Supplier Database (NSD) managed by the Petroleum Authority of Uganda (PAU).

• Proof of being suitably resourced with personnel with industry qualifications and substantial experience in the required services.

• Proof of good financial solvency to deliver the services required.

• Proof of appropriate Quality Health, Safety, Social, Security and Environment policies, procedures, and processes in compliance with applicable national and industry standards.
