JOB DETAILS:

Reports to: DREAMS Manager

Duty Station: LPHS Ankole- Mbarara Cluster Office
Directly Supervisees: Data Clerks

Main Purpose of the Job: To take charge of the M&E systems and data management at the sub counties and ensure effective provision of sewices, management and utilization of resources.

Key Duties and Responsibilities
• . Prepare periodic work plans and budgets for the delivery of Monitoring Evaluaation and
• Learning data management services
• Make regular data backups
• Ensure proper usage and maintenance of ICT equipment at the cluster
• Technically advise DREAMS management on proper and effective management of data and ICT equipment
• Coordinate activities and ensure availability of logistical support to the MEL System in the department
• Supervise entry of service data at all levels
• Offer technical support and training to data collectors and other end-user
• Cany out routine data cleaning, validation, analysis and reporting
• Liaise with the relevant offices for effective and prompt maintenance, repair and servicing of ICT equipment
• Carry out database administration of the cluster servers l l. Make monthly submission of raw datasets to DREAMS Manager
• Prepare and submit periodic reports on the information and data management activities of the service center
• Select, manage and acquire information (both hard copy and electronic) to meet an organization's current and anticipated needs
• Conduct information and systems audits
• Develop and manage electronic resources using, for example, online databases and content management systems
• Develop and manage internal information resources and networks
• Oversee the implementation of newly developed MEL systems at center
• Provide training and advice to colleagues and sometimes clients on the use of electronic information services
• Provide overall supervision for the departmental staff
• Do inhouse or other available trainings of surbodinates and other staff in building effective MEL systems
• Participate in making or revising job descriptions of surbodinates whenever necessary
• Analyse and discuss findings based on regular monitoring data
• Provide technical support on MEL and evidence-based recommendations to the relevant Project Officers.
• Ensure that implementation of field activities adheres to TASO's monitoring and evaluation system
• Support the DREAMS in designing and disseminating research studies by providing relevant input
• Share learning from MEL process with the wider team
• Proactively participate in various program activities
• Promote dissemination of lessons and knowledge sharing
• Participate in Research activities at the project
• Ensure health, safety, and security in your area of operation
• Promote the vision, mission and the values of TASO as expressed in the policies, regulations & guidelines of the Organisation.
• Any other duty assigned by the Immediate supervisor

Person Specifications: Monitoring Evaluation & Learning Specialist
Minimum Academic Qualifications: Degree in Statistics, Quantitative Economics or Computer Science. Postgraduate Diploma in M&E will be an added advantage.
Required Experience and Exposure: 3 years in data management preferably in DREAMS-AGYW service delivery in related position.
