Consultancy Services for Construction Supervision for the Design and Build of the Upgrading of Busega Systems Interchange

REQUEST FOR EXPRESSION OF INTEREST

1. The Government of Uganda has received financing from the African Development Bank (AfDB) towards the cost of the Busega Systems Interchange Project and intends to apply a portion of the proceeds of the Credit towards the Design and Build of the Busega Systems Interchange. The Busega Interchange is intended to alleviate congestion on Queensway and improve connectivity to Entebbe, Busega, Mpigi, and the greater south-western road network. The interchange also serves as a strategic node, linking the Kampala-Mpigi Expressway, Kampala Northern Bypass, and the planned Kampala-Jinja Expressway.

2. The consultant shall be responsible for the review of the Contractor's design and supervision of construction works, including assisting the Ministry of Works and Transport in reviewing and approving the Contractor's working drawings, supervising the civil works for road sections by ensuring that the works are completed in time within budget and meeting the acceptable engineering and safety requirements. The consultant shall also ensure compliance with road safety standards, management of environmental and social risks and impacts in line with the requirements of the Government of Uganda (GoU) and the African Development Bank (AfDB).

3. Specifically, the objective of the consulting services is to achieve the efficient and proper preparation and implementation of the Project through the following works:
   i. Review for completeness and adequacy of all survey and engineering design works performed by the Design and Build Contractor and give suggestions for improvement as per the terms of the contract between the parties.
   ii. Provision of the required pre-construction services aimed at ensuring a smooth project start, implementation and delivery in the context of the selected Contractors, by minimising project risk. This shall include review of Contractor's proposed methodology and, where necessary, reinstatement of survey controls, addressing outstanding land acquisition, undertaking of incidental designs etc.
   iii. Supervision of the proposed Busega Systems Interchange, including during the Defects Liability Inspection, to ensure timely completion and conformity to desired standards and budget.
   iv. Facilitation of implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP).
   v. Technology and knowledge Transfer. The Consultant will be required to monitor the physical progress and financial status of Busega Systems Interchange Construction works with the objective of ensuring that the works are completed on time, within budget and meet the acceptable engineering and safety standards.

4. The duration of the assignment is expected to be Thirty-Six (36) months (24 months construction phase and 12 months defects notification period).

5. The Government of Uganda (GoU) through Ministry of Works and Transport (the Client) now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group-Funded Operations" approved October 2015, which is available on the Bank's website at http://www.afdb.org.
